  2. Centre of Excellence IT for All • Means • Creation of a public procurement toolkit, which will make it easy for any public administration to integrate the correct requirements in the public procurement process

  3. The Public Procurement Toolkit • An accessible software solution (this includes software applications and operating systems) • An accessible website (this includes web-based information and web applications)

  4. The Public Procurement Toolkit • An accessible hardware solution • An accessible integrated hardware solution (which is typically stand alone hardware with integrated software)

  5. The Public Procurement Toolkit • Each guideline consists of two documents: • Requirement document • Guidance document • WHAT and WHY, but not HOW

  6. The Public Procurement Toolkit About the requirements • The procurer must indicate the status of the requirement in the procurement documents • The tender must indicate how the system for fills the requirement
