  2. WHAT IS A POLICY? • A policy can be defined as a deliberate system of principles to guide decisions and achieve rational outcome. It is also the declared objectives that a government or party seeks to achieve and preserve in the interest of national community. A policy may apply to a country, government, organization or even an individual. Policy assist in decision making. • policies are the day to day decisions made by government officials on how to do their duty.

POLICY ANALYSIS • Policy analysis is a technique used in public administration to enable civil servants, and others to examine and evaluate the available options to implement the goals. • It has been defined as the process of determining which of various policies will achieve a given set of goals in light of the relations between the policies and the goals.

  4. POLICY ANALYSIS • It is the evaluation and study of the formulation, adoption and implementation of a principle or a course of action intended to ameliorate economic, social or other public issues. • Policy analysis requires careful systematic and empirical study. Policy analysis helps public officials understand how social, economic and political conditions change and how public policies must evolve in order to meet to changing needs of a changing society.

  5. POLICY ANALYSIS • The purpose of analyzing a policy therefore, is to monitor the satisfactory execution of the policy and to discover any possible gap in the formulation of such policy, the weakness of the policy in order to find solution to such problem.

  6. TYPES OF POLICY ANALYSIS • Policy analysis can be divided into two • Analysis of policy: this is the analysis and explanation of an existing policy and their development. • Analysis for policy: it is involved with formulating policies and proposals (for example: to improve social welfare)

  7. Analysis for policy • This has to do with taking certain steps and measures in order to develop a new policy. When a government notices a gap in the society, it will implement a policy but for such policy can be implemented, the problem will have to be critically analyzed.

  8. ANALYSISOF POLICY • This has to do with the analysis of an existing policy in other to ascertain whether the policy has met its goal in solving the problem or if has on the other hand increased the problem. This analysis creates an avenue for such a policy (that has failed to meet its objectives) to be reviewed and upgraded to meet its objectives and goals.

  9. PROCESS OF POLICY ANALYSIS • The process of policy analysis involves first identifying the goal of the policies, then assessing the implementation and results to determine whether they are effective. The purpose is to provide recommendations for future purposes. • Policy recommendations are not an exact science, but by carefully analyzing whether past and present policies achieve their goals, so that experts can learn more about how to make them more effective in the future. Another way of conducting policy analysis is through the use of policy cycle
