  1. Open Archives: context and initiatives in the Netherlands Kurt De Belder Chief Division of Electronic Services University Library Universiteit van Amsterdam (UvA)

  2. Overview presentation • OAI ideology • OAI pragmatics • OAI issues • ARNO - Academic Research Netherlands Online • DARE - Digital Academic Repositories • How does it all fit together? • Questions Making Connections - Open Archives - April 10, 2003

  3. OAI ideology “the goal of the OAi is to contribute in a concrete manner to the transformation of scholarly communication” “promotes and encourages the development of author self-archiving solutions” “as a means of increasing the availability of scholarly communication” “genuine building blocks of a transformed scholarly communication model” Making Connections - Open Archives - April 10, 2003

  4. OAI ideology Roots in the pre-print (scholarly) community & the library community • Increase visibility of scientific output. • Improve speed and reach of scholarly communication. • Improvement of knowledge infrastructure. • Social responsibility: improve access to scientific information. Making Connections - Open Archives - April 10, 2003

  5. OAI ideology • Position in international knowledge/info economy. • Existing model is too expensive (‘serials crisis’) , too slow, and excludes users of scientific information. • Putting pressure on the existing model. • Development of a new model. • Different relationship with publisher. OAI is not alone: SPARC (Europe), BioMed Central, Public Library of Science (PLoS), Highwire Press, … Making Connections - Open Archives - April 10, 2003

  6. OAI pragmatics OAI also quite pragmatic • Supports interoperability between repositories/ archives • Infrastructure costs are low Making Connections - Open Archives - April 10, 2003

  7. OAI pragmatics Acceptance costs MARC SGML AACR2 Z39..50 XML OAI HTML Functionality ASCII Making Connections - Open Archives - April 10, 2003

  8. OAI pragmatics OAI also quite pragmatic • Supports interoperability between repositories/ archives • Infrastructure costs are low • Types of interoperability • federation: organisations conform services to strict specifications for operability. • harvesting: flexible organisation, adoption of basic set of rules for operability. • gathering: no cooperation, minimal level of operability. Making Connections - Open Archives - April 10, 2003

  10. OAI pragmatics Acceptance costs Federation Harvesting Functionality Gathering Making Connections - Open Archives - April 10, 2003

  11. OAI pragmatics OAI also quite pragmatic • Supports interoperability between repositories/ archives • Infrastructure costs are low • Types of interoperability • Separation of data provider and service provider • OAI: high on ideology and high on pragmatics = powerful combination Making Connections - Open Archives - April 10, 2003

  12. OAI issues • Quality of services = Quality of metadata. • Institutional repositories don’t have to be an alternative to disciplinary repositories. • Long term funding, organisational commitment, long term preservation. Making Connections - Open Archives - April 10, 2003

  13. ARNO - Academic Research Netherlands Online Project funded by SURF/IWI (Innovation Scientific Information) & started in September 2000 Project partners: Tilburg University, Twente University, University of Amsterdam Aim: • Development of OAI compliant institutional repository (data). Available Open Source: Tilburg U • Demonstrator search interface • Implementing repository • METIS-ARNO connection Making Connections - Open Archives - April 10, 2003

  14. ARNO - Academic Research Netherlands Online Features: • OAI compliant • DB storing metadata + an application for maintaining data; document store for documents • Aware of 3 groups: contributors, administrators, service providers • Internal metadata can be defined and Dublin Core is supported • Permanent links • Creation of multiple archives, sets, ... Contact: Thomas Place (Tilburg U: t.w.place@uvt.nl) Making Connections - Open Archives - April 10, 2003

  17. DARE - Digital Academic Repositories Participants: • All (13) Dutch universities • National Library (KB) • Royal Netherlands Academy of Arts and Sciences (KNAW) • Netherlands Organisation for Scientific Research (NWO) Funds: 5.9 M € (2 M € from government) Project period: 2003 - 2006 Making Connections - Open Archives - April 10, 2003

  18. DARE - Digital Academic Repositories Goals: • Modernising management of scientific information • by putting an infrastructure in place and • providing advanced services for the digital recording, accessing, storage and distribution • of Dutch academic output. Making Connections - Open Archives - April 10, 2003

  19. DARE - Digital Academic Repositories Institutional repositories: • Distributed network • Local responsibility and maintenance • Interoperability • International standards • OAI compliant Contain: • Dissertations, grey literature, articles, data sets, ... Making Connections - Open Archives - April 10, 2003

  20. DARE - Digital Academic Repositories Services: • Search facilities • Linking services • Peer review processes • Relation with learning environments • Management information • ... Value-added services by multiple service providers Separation of data providers and service providers Making Connections - Open Archives - April 10, 2003

  21. DARE - Digital Academic Repositories 2003 tender for project proposals: Focus on: • infrastructure • stimulating participation by researchers and scientists Funding: 325 K € (funds 50% of project costs) Submitted proposals: 12 Decisions about funding made/announced: May/June 2003 Making Connections - Open Archives - April 10, 2003

  22. DARE - Digital Academic Repositories University of Amsterdam (UvA) proposal based on our experience with among others the Exact Sciences Pre-Print Server (Béta Preprint Server): • Difficult to convince scientists • Vital to embed the process in the organisation • It must be easy • Ideology is not sufficient: there must be something in it for the scientist Making Connections - Open Archives - April 10, 2003

  23. DARE - Digital Academic Repositories UvA proposal: University Scientific Archive • Create 2 separate steps in the process: 1. submission into the archive - 2. make the document available for external use • Make the metadata immediately available • Make life easy: input of metadata via METIS • Create services for scientists based on the metadata (and the document): ‘My publications’ lists; linking services; ‘notify a colleague’; printing on demand service for dissertations; … Making Connections - Open Archives - April 10, 2003

  24. DARE - Digital Academic Repositories UvA proposal: University Scientific Archive • Develop and implement university-wide policy • Work on changing culture: full-service for 100 selected researchers (retrospective input of metadata and publications, obtain permissions from journals/publishers) Aside: Linking services (OpenURL) Making Connections - Open Archives - April 10, 2003

  25. How does it fit together? • Example: University Library, University of Amsterdam • Fits extremely well within Digital Library concept & infrastructure: distributed, integration layer, based on open international standards (Z39.50, SRU, OpenURL, MARC, Dublin Core, XML, … , OAI) • Digital Production Centre for the creation electronic publications • Member of SPARC Europe, BioMed Central Making Connections - Open Archives - April 10, 2003
