  24. Eftersom gammal asfalt klassificeras som avfall, så får inte asfaltavfall användas obundet i markbyggnadarbeten i Finland.

  25. LTA-tekniken har ännu låg volym. Inga krav eller «morötter» från beställare eller myndigheter har getts för att befrämja LTA-tekniken.

  26. En viss konservatism och fastlåsta attityder
