OCC AUT AMBITION • Since 2004 • Current framework • Evaluation of „Rapid Deployable Units“ (RDU) • Evaluation of units participating in international operations (KFOR, EUFOR/ALTHEA, UNIFIL) during the preparation phase • Aim • test / improve interoperability • improve military capabilities (Focus BN –level) • harmonize the national evaluation system with NTL and AFS

  9. Pool of Evaluators • The Austrian Armed Forces are disposing of more than 70 trained evaluators at different levels • In 2014 we support various OCC evaluations with 12 evaluators in countries like • ARM, AZE, GEO, BiH, MNE, SWE… • And we receive support from outside!

  10. Impacts on Transformation • Achievements: • Improvement in interoperability of established RDU • Lessons Identified/Lessons Learned • in TTPs • in Procurement • Synchronization of national regulations and training directives (ongoing) • Combining national Ex with OCC Evaluations

Lessons Learned • The national „Readiness-Check“ of units is a challenge, but a useful burden • Time consuming before being standard • It took years to be cost-effective • Increasing acceptance • Prerequisites for the effective use of the OCC E&F Tool • Harmonisation of national regulations and training directives with AFS (ongoing) • No training without evaluation • Evaluator pool including international exchange of evaluators (~ 15 per year)

  12. Conclusions • OCC E&F is a challenge, but • It is a precise tool for assessing interoperability • With its “FFR” clearly offers basis for force development • Continues to be essential for further development of national regulations, training and exercise • Best preparation for units in the whole spectrum of international crisis management • Best influence on Interoperability and Transformation!
