General economic policy • Does the government have an integrative view of its economic policy or does it practice ad hoc interventionism? • Is there coherency in government measures • Are government measures directed at wealth creation? • Is there constancy and reliability in government measures?

  3. Markets • Is there a predominance of competitive markets? • Is there freedom for entrepreneurial activities and innovation? • Is economic and interventionist government action limited? • Are markets open to international competition?

  4. Macroeconomic Policy • How high is the degree of monetary stability? • How high is the degree of financial system flexibility? • Is government monetary funding limited? • Is there moderation in demand management policies? • Are there stable fiscal conditions and a low tax burden?

  5. Governance • Is the political process transparent • Is corruption kept under control? • Are there orderly procedures of “voice”? • Is the way to private wealth creation open to individuals or are they limited by social prejudice, discrimination or other restrictions? • Are government expenditures applied efficiently?
