  2. Block Grant Award • Sacramento awarded $4.7 million • Climate Action Plan • Municipal Energy Efficiency • Green Building Taskforce • Regional AB811 Program Development • Regional Energy Alliance • Public Education/Outreach • Grant Administration • To City Council 5/26/09

  3. Climate Action Plan (CAP) • 2005 Inventory completed: 4.6 MMTCO2e • Existing buildings 39% • Review other Cities plans • 50+ programs applicable to CAP • All following slides are a program under CAP • Reduce emissions by 15% by 2020 • Complete CAP by June 2011

Municipal Energy Efficiency • Consultant reviewing 150 City facilities • Approx $5 to $10 million in projects • Aggregate 10 year payback • Grant used as internal loan • Turns ARRA windfall into annual operating revenue! • Creates 108 Man-year jobs • Saves 11 million kWh/yr • Leverages SMUD and PG&E rebates • Reduces loan costs

  5. Green Building Taskforce • City, County, SMUD, BIG, BIA • New construction and existing buildings • Develop consistent incentives & regulations • Phase in over time • Complete by June 2012

  6. Regional AB811 Program Development • City, County, SMUD, Valley Vision • Address existing building energy use • Develop consistent process

  7. Regional Energy Alliance • City, County and SMUD • Address continuous improvement in building energy use • Pre-RECO incentive program • Promote and incent building ratings • HERS II for residential • Energy Star for commercial
