Washington’s Administration (1789-1797) • 1788: Ten Federalists, two anti-federalists and George Washington run for President (only 10 states vote) • Washington wins every state’s electoral votes, John Adams who finished second in total vote (becomes VP) • Washington chooses 5 men for his cabinet (both Fed & Anti-Fed)

Domestic Issues: National Bank • Secy of Treasury Alexander Hamilton wants a National Bank • Secy of State Thomas Jefferson & Anti-Feds oppose it Domestic Issues: Whiskey Rebellion • Compromise: National Bank approved, new capital to be built in Virginia • 1791: Whiskey producers in W. Penn refuse to pay tax • Washington sends in army to collect taxes & end conflict • Discuss: What was significant about Washington using the army? • 1792: Washington easily wins re-election

  4. International Issues 1. Britain & France at war - Hamilton & Adams (Feds) say join w/ Britain, Jefferson (Anit-Feds) want to join w/ France • Washington chooses neutrality 2. British upset at GW: 1)Send troops into NW territory 2) Give Nat Ams weapons 3) Seize American ships • 1795: Jay’s Treaty only settles land issues, not issues on seas Help us! We’ll stay neutral No! Help us!

  5. 3. Dispute between Spain & US over land + access to Miss Riv • Pinckney’s Treaty (1796) Spain gives up all land to Mississippi except Florida, and access to Mississippi River + New Orleans

  6. 1796 Election • 1796 Election: Adams (Federalist) vs. Jefferson (Democratic-Republican) • Washington gives up Presidency after two terms • Adams barely beats Jefferson

Problems for Adams • VP Jefferson very critical of Adams, (XYZ affair + immigration) • Adams & Federalists pass Alien & Sedition Acts • Need to wait 7 years for citizenship, gov can deport w/o a trial Virginia & Kentucky Resolutions • Jefferson & Madison say Adams violating constitution • VA & KY pass resolutions nullifying Alien & Sedition Acts Discuss: Should states use nullification against unconstitutional federal laws??
