Green Building Rating Procedure Pre-Certification Rating by IGBC • Feasibility Study :Techno-economic study to help the project team to decide on the level of rating • Registration with Indian Green Building Council (IGBC) • Design Charrette with all stakeholders • Perform Site Measures and Include Green Features in Design • Submit Pre-Certification Application based on above • IGBC Issues Pre-Certification Review

Green Building Rating Procedure Post-Certification Rating by IGBC • Team to submit 6 month reports • Submission of Application for Preliminary Review to IGBC • IGBC to issue Preliminary Review • Submission of Response of Preliminary Review to IGBC • IGBC Site Audit (Optional) • IGBC awards Final Review and Green Building Certificate • Similar Steps for USGBC and GRIHA* • *GRIHA conducts additional site audit, post occupancy

  4. Green Building Incentive for India Ministry of Environment and Forests (MoEF) Notification on Green Buildings states : • Faster Environmental Clearance for projects above 20,000 sq.mtrs • Approval by LEED/IGBC/GRIHA Green Building Certification is recognised

Green Building Incentives in Pimpri Chinchwad(Pune) • GRIHA Ratings : • Discounts to developers on the premium amount of building permission charges • Ranging from 10% for 1-star GRIHA rating to 50% for 5-star rating • Discounts to home-owners : 10% on property tax for green-building compliant flats • SVA GRIHA Ratings : • Discounts to developers : Ranging from 1-star GRIHA rating to 50% for 5-star rating • Discounts to home-owners : 5% for 1-star to 15% for 5-star rated green-buildings

Green Building Incentives in Rajasthan by Jaipur Development Authority (JDA) and other Development Authority and UIT’s • Additional FAR of 5% for LEED/IGBC/GRIHA rated Green Buildings for a Plot size of 5,000 sq.m and above • The project must achieve IGBC Gold /Platinum Rating or GRIHA 4/5 star rating • Once in 3 years get the building compliance certificate from ECBC and IGBC. • Else 200% penalty (of the betterment levy)

Green Building Incentives in Greater Noida • 5% Additional free FAR of for LEED Rated Green Buildings on a plot of 5,000 sq.m or above • The building is completed and rated LEED Gold or Platinum Rating • The building must once in 3 years get the compliance certificate from BEE or IGBC • Else 200% penalty (of the betterment levy)

  8. Green Building Incentives in Punjab • Additional ground coverage and FAR of 1-5% for GRIHA rated projects on a plot size of 3,000 sq.m and above. • The extra FAR will be provided based on the provision made as per GRIHA rating. • Incase of non-compliance after obtaining occupancy certificate, penalty at market rate.

  9. Green Building Incentives in Delhi • Additional free FAR of 5% for BEE or GRIHA rated projects • The building must once in 5 years get the maintenance certificate from BEE or GRIHA • Else 200% penalty (of the betterment levy)

  10. West Bengal Context • 10% additional FAR for Green Building is a Welcome Move • No additional Cost for Extra FAR is Recommended as Green buildings cost at least 15% more than ordinary buildings • Certain tax incentives should be granted like Concession in Property Tax post development • This would enhance demand for Green Buildings • Periodic Submission of Report is imperative

West Bengal Context contd.. • The State Govt. needs to undertake awareness campaign to promote green buildings highlighting the long-term beneficial impacts of green buildings on the society • Post certification compliance with Green Building Norms : • Submission of 6 monthly reports after pre-certification is awarded • Lapse in the above shall lead to withholding of Final Completion Certificate • Penal Provisions to be incorporated in Building Bye Laws
