The House - A Brief Intro • How many members are there in the house? • 435 • Special powers given to the House: • Impeach officials (presidents, judges, etc.) • All revenue bills MUST start in the House $ $ $
Incumbents win overwhelmingly Franking privilege, credit claiming Open seats are largest source of turnover Congressional districts are determined by state legislatures Can be redrawn based on census Gerrymandering - drawing boundaries that are favorable to a party in control of a state legislature The House - Elections
The House - 2 Important Committees • Ways and Means: • Economic committee - taxation, tariffs, etc. • Members that serve on this committee CANNOT serve on another • Rules Committee: • Determines the rules for bills - date, time for debates, etc. (Very important for bills) • Closed rule - set time limits, no amendments allowed for bill • Open rule - looser time limits, amendments are allowed
Most powerful position in the House Elected every 2 years (requires more than 50% of vote) Choses committee assignments 2nd in line for the Presidency! Speaker of the House
Other Important Roles • Majority Leader: • Schedules bills, gains support for votes • Minority Leader: • Similar to the majority leader of the oppositional party • Whips: • Carry messages to party members, count votes prior to being cast
