Europe’s Shame 42,600 people killed on Europe’s roads in 2007 TISPOL is committed to reducing death and injury on Europe's roads by working together with other road safety partners, European member countries, the EU Institutions and all other parties that can contribute to safer roads. What is TISPOL about ? • The TISPOL Organisation has been established by the traffic police forces of Europe in order to improve road safety and law enforcement on the roads of Europe. • The main priority is to reduce the number of people being killed and seriously injuredon Europe's roads. • TISPOL believes the intelligent enforcement of traffic law and education, where appropriate, will make a significant contribution to reducing the carnage on our roads. • TISPOL believes that all road safety partners should work closely together.   5. Aims of TISPOL (1): • To reduce road deaths and casualties on European Roads. • To bring together the Roads and Traffic Police Forces in Europe to work together and exchange good practice. • To organise and coordinate pan-European operations and campaigns. Brussels 190209 BIVV

Aims of TISPOL (2): • To encourage enforcement and education based on research, intelligence and information. • To Initiate and support research on road safety. • To provide an informed and co-ordinated police opinion on road safety issues. • To fight road transport related crime. Strategic Objectives: • To influence European Roads Policing with European Commission & other European Bodies (legislation) with a single voice. • To Share Good Practice & Knowledge between members. • To Harmonise Training of Roads Policing Officers. To harmonise procedures and equipment as far as possible and appropriate. • To Cooperate with other European road traffic enforcement bodies such as ECR, transport industry (IRU), Car- and IT- industry (ERTICO), Road Directors (CEDR), Scientific Research Institutes (FERSI), EU Institutions and other European road safety bodies (ETSC). History of TISPOL • TISPOL was formed in 1996 to exchange traffic information between Europe’s capital cities, hence Traffic Information System POLice • Extended to national Traffic Police services in the year 2000 • TISPOL became a legal entity with articles of association under British Company law. • The work of TISPOL has been supported ever since by the European Commission (DGTREN and DGINFSO and DGJFS). Structure of TISPOL • Currently has 27 European Traffic Police Services (27 countries) as full members. • TISPOL has a Council (Board), an Executive Committee and 3 Directors as required by UK Company Law (Director Operations, General Secretary & Finance Director . • TISPOL various Working Groups are chaired by Executive members with membership from TISPOL member countries. • TISPOL was set up as a strongly focussed, non-bureaucratic organisation (lean and mean). TISPOL Council • The TISPOL Council is made up of a senior Road Traffic Police Service representative from each of the European country members. • The TISPOL President is selected from the Council members. • The TISPOL General Secretary and Finance Director support the Council and Executive Committee. • The Council is the leading body of TISPOL. • Through its 27 members TISPOL has direct access to >200.000 traffic police officers in Europe. Executive Committee • The TISPOL Executive Committee is made up of 7 members of TISPOL Council plus the 3 Company Directors. • Membership of the Executive Committee is by selection and voting by the Council with structured terms of office. • The aim of the Executive Committee is to implement the decisions of Council for the day to day running of the Organisation. Strategic Working Groups • Each group is chaired by a selected member of the Executive with a nominated Group Secretary. • These Groups work to prepare position papers on the various issues they deal with and they advise the Council where necessary. • The Groups also link into to operational enforcement where necessary with strategic information and good practice. • Once working groups have completed their tasks they are disbanded and replaced by other working groups (e.g. speed, safety-belts).   14. Operational Group (OG) • The OG is chaired by a selected member of the Executive with a nominated Group Secretary. The OG is made up of delegates from each country selected by their respective Council member. • The OG is responsible for the organisation and coordination of TISPOL Operations (9 Pan European Operations annually) and is collecting results for publication. Regional cross-border operations are organised by the members themselves. • The OG also assists with the organisation of the annual TISPOL Roads Policing Seminar for operational European Traffic Police Officers.   15. Tacho Web Group (TWG) • Joint TISPOL / ECR working group seeks out the latest information across Europe on the fraud and manipulation of both analogue and digital tachographs. • Tacho Manual on the TISPOL website www.tispol.org for Traffic Police and ECR Inspectors with password access • TWG also provide a training resource and point of contact for tachographs, driver’s hours and resting time frauds and manipulation.   16. Strategic High Risk (Motorcyclists & Young Drivers) Working Group. • New working group • Risk categories. • Require specific approach. • Require specific enforcement. • New ways have to be found. • Part of TISPOL’s “emerging issues approach”. Brussels 190209 BIVV

At the moment: focus on LIFESAVER Project • Lifesaver is a 3 year project part-funded by the European Commission. • Aimed at saving lives on Europe’s roads. • An integrated approach involving the • Strategic, Tactical and Operational levels. • Benefits for all TISPOL members. Focus on six TISPOL countries - Hungary, Poland, Portugal, Romania, Slovenia and Spain. • Areas of best practice will be covered during the various seminars of the project such as technology, enforcement and education. • Enforcement Operations, Officer Exchanges, International Conferences, Communicate the Road Safety message.
