  4. Vocabularyis important because… Beginning readers use their oral vocabulary to make sense of the words they read. Readers must know what most of the words mean before they can understand what they are reading. PRF, p. 34

  5. Fluency is … *the ability to read quickly, effortlessly, and accurately with good, meaningful expression. R.11._.11 Read grade level text fluently with a minimum of _wpm. R.11._.12 Read familiar grade level text using appropriate rhythm, pace, phrasing, punctuation, and intonation. PRF, p. 22, 24, 26-29
