Regional Action Plan objectives 1-Study and propose the ratification of ILO conventions which concern maritime and dock harbour workers in particular ILO 147,180 and the Maritime Labour Convention of 2006. 2-Envisage implementation of EU regulations as recommendations in particular on safety and security of passengers/roro and security of ports 3-Ensure the life of the working group after the end of the project (funding) 4- Prepare the NWGs to operate as a MONIFO body and working in a regional management system In association with Ramboll, Milieu & Tethys

Other possible actions • The solution to obtain and maintain a good level for the ships flying a flag is to create and ensure the competence of flag state controllers • Although the tendency today is to delegate the control of ships to recognized classification societies, the flag state remains responsible for the safety level of its ships • Close cooperation and control of RO are paramount to avoid substandard ships In association with Ramboll, Milieu & Tethys

Control of ROs • ROs are very technical and to be able to control them or to verify their work…the flag needs a very high level of administration officers • Such a competence comes after sufficient and good training. • We will suggest to send FSC officers to the IMSSEA academy in Genoa and the World Maritime University in MALMOE which have specific courses dedicated to FSC and PSC. SASEPOL training courses • Our training courses have been issued after an assessment of your needs • We have planned courses in the region on STCW for oil, gas and chemical tankers as well as for passengers ships while the motor ways of the seas will be developed in the next years • As the offshore industry must be monitored as any other maritime industry, we have initiated a specific course on the implementation of international maritime regulations and recommendations for mobile offshore units on port state control and the other ships working with (supply, special purpose ships etc…)
