Methodology • Administered during the first week of April at the Weber County library in Huntsville then taken door to door to Huntsville residents • Resident Status was verified prior to taking survey • Responses were kept confidential • Approximately 270 surveys were completed • which is a representative sample of 90 percent

  3. PART I Growth and Future Huntsville Town Development

  4. Question 1: Huntsville Town should retain the three-quarter acre minimum requirement for the size of a residential lot.

  5. Huntsville Town should retain the requirement for a minimum 30-foot building setback from the front of the property boundary for any building Question 2:

  6. Question 3: Huntsville Town should encourage the preservation and restoration of historic residences

  7. Huntsville Town should modify the current residential zoning ordinance to limit the maximum size of new homes in an attempt to maintain the small town feel Question 4:

  15. Huntsville Town should reinstitute the ringing of chimes from a central point in Huntsville Town, like the tower in the Town Hall Question 7:

  17. Results • Small local businesses wanted such as grocery, restaurants, auto repair and wash, medical facilities, and entertainment. • Keep the rural town feeling. • The LDS church chimes are going to be or need to be fixed.

Recommendations • Huntsville Town should keep the rural feeling of the town by using ordinances and a historic preservation committee. • The town park should be used for local activities and some small non-town events. • The town should reinstitute the ringing of chimes. • If Town want small local businesses, commercial properties needs to be made available through rezoning or annexation • Annexation of neighboring land should be used to maintain rural feeling of town.

Conclusions and Recommendations • Alleyways should be cleared for public use • Low lying objects such as: flowers, shrubs, approved trees, brick/stone mailboxes, and rocks no larger than a man can lift should be allowed • Man made objects, or other items such as: berms, pillars, large rocks, etc should be cleared

  36. PART III Water and Sewage Issues

  37. 68% of respondents agreed that if analyses showed a continuing surplus of water that outside of town hookups should be allowed. 32% of respondents disagreed. Huntsville Town Survey Results

  38. 86% of respondents agree that decisions regarding future growth should avoid needing a Town sewage treatment plant. 7% strongly disagree with avoiding planning for a sewage treatment plant. Huntsville Town Survey Results

  39. Of 68% respondents who disagree with investigating the possibility of hooking up to a planned sewage treatment facility, 87% of those strongly oppose the proposition. Huntsville Town Survey Results

  41. Conclusion • Ensure that analyses of water surplus is validated by more than one credible source. • Continue to use septic sewage systems and avoid plans to hook up to planned sewage treatment facility. • Consider long-term Town goals and plans in regards to impacts on water usage and sewage treatment.

  42. Part IV Animal and Nuisance Control

  43. Question 22: Huntsville Town should establish a limit on the number of horses allowed on a residential lot

  44. Question 23: Huntsville Town should establish ordinance guidelines for the care of large animals on residential lots

  45. Question 24: Huntsville town should increase its efforts towards enforcing the dog leashing ordinance

  46. Huntsville Town should enact a nuisance ordinance that requires minimum maintenance standards for all lots and Town property Question 25:

  49. Conclusions • Limit the number of horses on residential properties • Establish ordinance guidelines requiring minimum maintenance standards for animal and yard care to minimize excess dust, odor, noise, and other nuisances in neighborhood.

  50. Recommendations • New ordinances should be designed to prevent extremes rather then change current way of life. • Remember to accentuate Huntsville's historic rural feel when creating new animal and nuisance ordinances • Be financially conscious when it comes to developing ways to enforce new and existing ordinances.
