    2. 2 The FHWA Program Delivery Initiative Increase understanding of Program Delivery in relation to the agency mission and goals. Identify specific strategies and targets to strengthen the Program Delivery (Assessment Tool). Identify changes to the annual FHWA Performance Plan with a goal to prominently address Program Delivery.

    3. 3 PDAT Development FHWA Program Delivery Leadership Group Program Delivery Work Group (Team Leaders of Program Subgroups) 10 Program Area Subgroups (FHWA and AASHTO representatives) 1) Finance, 2) Planning, 3) Environment, 4) Right-of-Way, 5) Design, 6) Construction 7) Operations, 8) System Preservation, 9) Safety, 10) Civil Rights

    4. 4 Principles in PDAT Development The process should be about collaboration, improvement and “being a better partner”. The effort should involve AASHTO as key partner. The emphasis should be on program delivery as a process and not focus on a single organizational entity. PDAT should compliment Risk Management

    5. 5 PDAT GOALS Discussion tool for FHWA and State collaboration Identifies gaps and areas for improvement Identifies federal and state “value-added” practices to share with others Supports FHWA in managing stewardship responsibility Helps with federal and state performance planning

    6. 6 AASHTO CONCERNS Numerical Scoring That Could Be Misused by Outside Entities Opportunity for Adequate input by AASHTO and State Leadership Aggressive Schedule

    7. 7 From PDAT to PDIT The main objectives for the tool remain: Raise attention to the importance of program delivery Identify gaps and areas for improvement at the State, Regional or National level Identify value added and innovative practice Revised Concept Has Been Developed Program Core Elements have been defined

    8. 8 NEXT STEPS Develop a Draft Prototype using the Core Elements Obtain concurrence from FHWA and AASHTO Leadership Try It
