Stakeholder Survey • Online survey questionnaire • Objectives: • to better understand the status, challenges and opportunities relating to FAB implementation; • to collect stakeholder views and opinions on FAB implementation in general. • Aimed at both FAB internal and external stakeholders • Deadline for responses: 21 September

  6. FAB social dimension – basic principles (1/2) • “It is accepted that the early/timely involvement of employee representatives in the decision-making process is vital. To this end management should seek and take account of the views of employees in the decision making process on a FAB.” • “ANSPs and their respective employee representatives should agree consultative arrangements that provide for involvement at such a stage that influence on the decision making process is secured.” ATCEUC-CANSO-ETF: Guidelines for Consultation arrangements for Functional Airspace Blocks 21st June 2012

FAB social dimension – basic principles (2/2) • “Depending on relevant EU and national law, social partners in a FAB should establish and use a formalised social dialogue at national and FAB level for communication and consultation on FAB issues.” • “While establishing social dialogue is mandatory, this requirement is not specifically addressed to the FABs and there are various ways in which to implement it in a FAB.” EC Guidance Material for the Establishment and Modification of FABs, edition 2.0

For discussion • How is the human dimension of ATM taken into account in the FAB development and FAB performance plans? • How do FABs affect human performance? • Do the FABs foster consultation of and information sharing with ANS operational personnel? • What are the main benefits of conducting social dialogue at FAB level, in addition to national level social dialogue?
