Over-all Structure – CSDS survey • Survey of 15,000 to 20,000 people in 15 of the larger states – as part of the CSDS governance survey – asking basic questions about need and awareness of RTI and constraints in filing RTIs (list of questions to be finalised in this meeting). • Perhaps an additional survey (by CSDS team) of 300 people in each of the two states of Uttarakhand and Meghalaya.

Over-all Structure – Rural Survey • Survey of 40 districts in 10 states by 40 district teams with one coordinator for each state – by groups and institutions working with the people (list to be finalized in this meeting). • Survey will cover PAs from villages up through sub-divisions to district level. • Will also organize focus meetings in each sample village and cover rural applicants/ appellants. • Will also cover urban wards in each district headquarter, with the help of the CSDS team.

Over-all Structure – Urban Survey • The CSDS teams will work from the state HQs (10) down to the district HQs (40). • They will also cover Delhi as a state HQ without an IC, and 10 central PAs. • They will cover some central and state PAs at State HQ, along with applicants, appellants, municipal wards, competent authorities, & Information Commissions • They will cover some PAs at district HQ, along with applicants and appellants, and assist rural teams in municipal wards.

  5. Over-all Structure –Survey of ICs • Approximate number of second appeals – 25,000 + 25,000 (MAH) by end of 2007 • Downloading, accessing and compiling of all orders – (finally translated into English) • Classifying of all orders into basics – like whether appeal allowed, partially allowed, disallowed; Penalty imposed, Compensation awarded; the PAs involved, etc.

Over-all Structure –Survey of ICs • Detailed analyses of 10% of each state’s orders • Compiling and analysing time fames, rates of disposals, back logs, recovery of penalties, resources and facilities, etc of each IC • Analysing composition of ICs • Analysing circulars and directions (apart from orders) issued by ICs

  7. Over-all Structure –Other Elements • Case Studies • Corporate Sector • International Organisations • Media • NGOs/ movements • Competent authorities (especially rules and structures in judiciary and legislatures) • Research • Process documentation
