Background Previous process for updating and publishing of TRHs, TMHs and road specifications • Needs identified by RMC members • Funds collected among state road authorities (Provincial, national and SANRAL) / national research fund • Service provider appointed (expert in the field) • Draft document distributed and comments collected • Draft document submitted to RCC for approval • Document published by CSIR for COTO (COLTO, CSRA)

  3. Background Events that influenced the process: • 1994 National fund abolished • 2001 COTO stops all technical committees under RCC due to restructuring • 2003 RCC chair person gives permission to RMC to continue work • 2003 RCC stops functioning

  4. Background Functions of COTO technical committees: • Give technical advice to COTO through RCC • Identify needs for research and development • Coordinate R&D to avoid duplications • Develop new and update national guidelines and specifications (TRH, TMH and Spec for Road and Bridge works) • Share knowledge and experience with road authorities

RMC PRIORITIES FOR REVISION OF PUBLICATION • TMH1 – Standard Methods of Testing Road Construction Materials • New TMH on surveillance methods. • TRH12 – Guidelines for Pavement Rehabilitation • TRH14 – Guidelines for Road Construction Materials • TRH4 – Structural Design of Road Pavements • TRH20 – The Structural Design Construction and Maintenance of Unpaved Roads • TMH8 – Traffic Counting

  10. RMC PRIORITIES FOR REVISION OF PUBLICATION - STATUS • TMH1 – in process • TMH on surveillance methods phase 1 completed • TRH12 – in process • TRH14 – waiting for funds • TRH4 – work proposal prepared PRAC • TRH20 – ToR with DOT • TMH8 – waiting for funds

  11. Conclusions • Use SABS to publish updated TRHs, TMHs and other national documents • TMH1 to be published as national standard by SABS • TMH 12 to be published as approved recommended practice by SABS • RMC to sign MOU with SABS for publishing of documents
