  1. Standardization of Remuneration for Community Care Givers and other related categories of workers within social development National Department of Social Development Date: 28 March 2019

  2. PURPOSE • The purpose of the presentation is to share with the Council the progress to date in terms of the DSD response on the standardization of remuneration of community caregivers and relevant categories.

  3. BACKGROUND • Following Council decision to pay Community Health Workers the R3500, and based on the implementation of the National Minimum Wage, the DSD initiated processes to conduct the assessment of the current situation in order to assess state of readiness for standardization of remuneration for community care givers. • The aim of the assessment was to obtain the status quo in terms of the community care givers and related workers that are paid below the minimum wage.

  4. CATEGORIES OF EMPLOYEES • The assessment was based on the following categories: • Community Care Givers • Caregivers for Older Persons • Caregivers and care workers for Persons with Disabilities

  5. PROGRESS TO DATE • The information is categorised based on the following: • Province   • Service Sector (e.g. HIV/AIDS, Older Persons, etc) • Job Title (as per categories of employees) • Brief job description (service centre for people with disabilities or protective workshop, carer for children with disabilities, community based services etc). • Employed by (DSD or NPOs). • No. employed (per category and if they receive different stipends) • 2018 Stipend (R's monthly)

  17. CONCLUSION • Based on the outcome of the assessment, the provinces do not have a standardized remuneration of the community care givers and caregivers for older persons and persons with disabilities.

  18. WAY FORWARD • Having collated the information, the Department will present the information to the National Treasury for their consideration.

  19. RECOMMENDATION • It is recommended that the Council takes note of the presentation and the progress thus far.
