  3. Mission To optimize the health of Arizona residents by developing and strengthening systems services to expand access to primary care and other services with emphasis on the health needs of underserved people and areas.

Bureau of Health Systems Development Core Functions • Primary Care Office for Arizona • Develop and implement strategies for strengthening primary care/health care delivery system • Administer programs to increase the number of providers/ improve services in underserved areas • Identify areas that need improved health services/ assist with federal/state shortage designations • Provide TA to statewide partners

Primary Care Area Profiles • 127 Primary Care Areas (PCAs) in Arizona • Statistical profiles are published annually • 2009 currently available, waiting for census data to run 2010 • Include data related to designation status, demographics, health care services and utilization, and health status • Includes county and state comparison data • Profiles: www.azdhs.gov/hsd/profiles • Data sources: http://www.azdhs.gov/hsd/profiles/datadocu.pdf

Special Area Profiles • Statistical profiles are also posted for “places” (cities) and legislative districts at www.azdhs.gov/hsd/profiles • “Special Area” profiles can be requested for a service area of your choice • Looks identical to PCA Profile but for your unique area • Define area by blocks, block groups, census tracts, zip codes or street boundaries • Send request to tracy.lenartz@azdhs.gov • Please allow 2 week turn-around time

Need for Assistance (NFA) Worksheets • Required component for 2010 Federally Qualified Health Center (FQHC) New Access Point Application • Includes data related to: • Provider ratio - Poverty - Uninsurance • Diabetes - Cardiovascular - Cancer • Pre/Perinatal - Child Health - Behavioral Health • Oral Health - Other health indicators • Community data compared to national benchmark • Data availability varies by indicator (census tract, county, and state level data)

Need for Assistance (NFA) Worksheets • Data sources and year are on worksheet for each indicator • NFA available for PCAs and counties • Will be posted on HSD website soon • Can also request NFA for your specific service area • Define service area by census tracts, zip codes, or street boundaries • Submit request to tracy.lenartz@azdhs.gov • Please allow 2 week turn-around time

Arizona Medically Underserved Areas (AzMUA) • Biannual designation process per ARS 36-2352 • Utilizes PCA boundaries • Designation is based on Primary Care Index, consisting of 14 weighted items: • Provider Ratio - Poverty - Transportation • Uninsured Births - Low Birth Weight - Prenatal Care • Infant Mortality - Premature Death - ASC • Minorities - Elderly - Unemployed • All federal Primary Care HPSAs also considered AzMUA

Federal Shortage Designations Purpose: • Designations identify areas or populations as having a shortage of or need for dental, mental, and primary health care providers/services Types of Federal Designations: • Medically Underserved Area (MUA) and Medically Underserved Population (MUP) • Primary Care only • Health Professional Shortage Area (HPSA) • Primary Care, Dental, Mental Health

Mapping Requests • HSD can create specialized GIS maps • Health Planning purposes • Grant applications • Tips for Successful Mapping: • Define service area by zip codes, census tracts or major street boundaries • Be very specific about data you would like included on the map • Send request to tracy.lenartz@azdhs.gov • Allow plenty of time (HSD IT Specialist works on a limited contract basis)
