19. Policy recommendations High Level Group on the Competitiveness of the Chemical Industry in Europe*:
Industry, in co-operation with (national and regional) governments, should set up topical innovation networks to promote key strategic innovations and foster best practices and exchange of knowledge and experience between them.
Industry and public authorities at all levels should strengthen clusters (and open innovation processes) which facilitate cooperation across sectors and across borders, with the aim of further stimulating, accelerating and facilitating crosscutting innovation throughout the value chain.
Public sector should provide effective support to private sector efforts (Addressee: EU, Member States, local authorities).
Business-driven Cluster Initiatives can play an important role in shaping and implementing regional development policies (i.e. Structural Funds Programmes)
Stable framework conditions for dialogue, exchange and building trust is necessary
Intra- and inter-regional exchange can help to improve efficiency and effectiveness of regional cluster strategies
