    1. Favourable business eco-systems for emerging industries Chemicals and Environment Cluster Co-operation between Chemical Regions Thomas Wobben, Director of the Representation of Saxony-Anhalt to the European Union European Chemical Regions Network

    2. The major chemical clusters in Europe

    3. Chemical Regions and chemical clusters Restructuring of chemical industry and the emerging of chemical park concepts took place in many chemical regions in Europe Strong interaction between public (local and regional) authorities and chemical industry Public support for cluster initiatives in the chemical industry (national and regional) Strategy dialogues between chemical industry in chemical regions

    4. The European Chemical Regions Network A network of 22 chemical regions in Europe (covering more then 1 Mio. employees in the chemical industry in Europe) Network of public authorities led by Saxony-Anhalt Was set up as a response to the REACH debate in 2002 Growing concerning about maintaining the competitiveness of the chemical industry in Europe as a whole Focuses on articulating joint interests towards the EU-Union, developing interregional exchange and co-operation Aims at being the „European Stakeholder of Chemical Regions in Europe“ Took part in the High Level Group on the Competitiveness of the Chemical Industry in Europe (HLG)

    6. Eco-industries in chemical regions

    7. Examples to improve in order to better exploit green chemistry and industrial biotechnology Example: Cluster industrial Biotechnology 2021 (CLIB2021) in North Rhine Westphalia Example: Chemical Biotechnology Process Centre (CBP) in Leuna, Saxony-Anhalt

    8. Example: Cluster industrial Biotechnology 2021 (CLIB2021) in North Rhine Westphalia

    9. The “BioIndustrie 2021” Cluster Competition initiated by the Federal Ministry of Research and Education (BMBF) was about the best cluster concept for establishing industrial biotechnology definitive goal is to consolidate essential institutions and disciplines into interdisciplinary project teams CLIB2021 was awarded the 1st prize which involves promotion funds of 20 million EURO from BMBF for projects in research & development

    10. Cluster Industrielle Biotechnologie 2021 (CLIB2021 ) enables the utilization of renewable resources and the development of novel materials and active substances for almost all markets and areas of life is an innovation driver in climate protection starting point for CLIB2021 was the "BioIndustrie 2021" competition of the Federal Ministry of Education and Research (BMBF) in 2007 works for and promotes industrial biotechnology and focuses on projects and technologies relevant to the chemical industry relies on industrial biotechnology platforms

    11. Trends of chemicals clusters co-locating with eco-industries

    12. Example: Chemical Biotechnology Process Centre (CBP) in Leuna, Saxony-Anhalt

    15. Center operational in 2011/12 Owned and operated by Fraunhofer-Gesellschaft Co-Funding by State of Saxonia-Anhalt, German Government Total Costs: 50 Mio. EURO National Contributions: 10.0 Mio. EURO (BMBF) Regional Contribution: 20.1 Mio. EURO (Saxony-Anhalt) Fraunhofer Society: 9,6 Mio. EURO Open to all interested parties Laboratory- to pilot-scale process dimensions State-of-the art technologies and equipment: feedstock-pretreatment, conversion, down-stream processing Reduction of scale-up time and capital spending for participants Integration of activities into chemical manufacturing network Nucleus and “role model” for industrial biotech activities Several product driven development projects are under-way Subsidies for subsequent investments available

    18. Scope for interregional co-operation ECRN is a tool for networking chemical regions Potential for networking cluster initiatives INTERREG IV C project ChemClust: initiates mutual learning between Regions to improve the capacity and the knowledge of regional stakeholders seeks to contribute to the transition of Regions from traditional industries (bulk chemicals) towards new businesses (new materials, biotechnology etc). the development of new businesses in the chemical sector, with a particular focus on new products and processes which are highly knowledge-based and innovative. achieves a new quality of cooperation between “chemical Regions” 10 partners total budget. 1.7 Mio. € duration 36 months, start was February 2010

    19. Policy recommendations High Level Group on the Competitiveness of the Chemical Industry in Europe*: Industry, in co-operation with (national and regional) governments, should set up topical innovation networks to promote key strategic innovations and foster best practices and exchange of knowledge and experience between them. Industry and public authorities at all levels should strengthen clusters (and open innovation processes) which facilitate cooperation across sectors and across borders, with the aim of further stimulating, accelerating and facilitating crosscutting innovation throughout the value chain. Public sector should provide effective support to private sector efforts (Addressee: EU, Member States, local authorities). Business-driven Cluster Initiatives can play an important role in shaping and implementing regional development policies (i.e. Structural Funds Programmes) Stable framework conditions for dialogue, exchange and building trust is necessary Intra- and inter-regional exchange can help to improve efficiency and effectiveness of regional cluster strategies * http://ec.europa.eu/enterprise/sectors/chemicals/files/final_report/hlg_final_report_july09.pdf
