How to Enroll in the National Health Insurance The National Health Insurance Act stipulates that foreigners who are legal residents of Taiwan (including from Hong Kong, Macau and China) must either be registered in the health insurance program by their employer starting the day they are employed or should enroll in the program on their own six full months to the day after they obtain legal residency. Foreign students can apply to be covered under the program by their school. 3

How to Define Six Full Months A person staying in Taiwan for six full months prescribed in the Act refers to a person who has, after entering into Taiwan, stayed in Taiwan for six consecutive months or exited Taiwan once for fewer than 30 days with the actual period of stay amounting to six months after the number of days that he or she has been away from Taiwan is deducted. 4

  5. When you permanently leave Taiwan • Withdraw from the NHI program. • Keep your IC Card for possibly re-enroll in the future.

  6. Insurance Premium Calculation For foreign students , the average premium has been NT$1,249, with 60% paid by the individual (NT$749) and 40% by the government effective from April 1,2010. 6

  12. Access to Health Care Where there is there is health care. 19,885 hospitals and health care providers, or 92.62% of all health care facilities in the country, were contracted by the NHI program. There are 1,758 hospitals and clinics in Tainan.
