Three primary sources for local projects in NE Illinois:
  • Partners for Fish and Wildlife (PFW)
  • Flex Funds
  • Northeast Illinois Wetland Conservation Account Grants (in Partnership with The Conservation Fund).
usfws funds should benefit trust resources and their habitats
USFWS funds should benefit “Trust Resources” and their habitats:
  • Migratory birds.
  • Interjurisdictional fishes.
  • Federal endangered/threatened species.
  • USFWS Regional Priority species.

  • “Discretionary funds”…flexible.
  • Small habitat projects.
  • Geared towards private landowners/local government (sub-state).
  • Requires 1:1 landowner match.
  • Can cost-share/match with USDA programs (reduces landowner match to 1/3).

  • Discretionary funds: Purchase order and simple partnership agreement (NOT a grant).
  • Small projects: (USFWS share <$5K).
  • Common small PFW projects:
    • -Purchase/planting native seeds/plugs.
    • -Install water control device/disable farm tile.
    • -Brush cutting/licensed herbicide application.
    • -Should not pay for prescribed burns.

Flex Funds
  • Small grants program, available through USFWS Regions.
  • Competitive…RFP mailed in late summer.
  • Apply by category* (three/four available locally).
  • Match (1:1) strongly suggested.
  • Field Office makes first cut, then fwd to Region for final decision.

    • Fisheries Habitat -$25K
    • Nongame Bird -$5K
    • Joint Venture - $10K
    • Great Lakes Coastal - $25K
    • Candidate Species* - $10K

*Not funded in 2005 or 2006.

Northeast Illinois Wetland Conservation Account Grants
  • Special account funded by USCOE wetland violation/non-compliance cases.
  • Administered by the Conservation Fund in cooperation w/USFWS Chicago Office.
  • Priorities:
    • -Wetland restoration
    • -Enhancement
    • -Acquisition
    • -Education in NE Illinois.

  • Competitive, RFP mailed/posted on web in late October, deadline ~January 15.
  • Funds must be applied to wetlands or hydrologically-associated uplands (e.g., fen recharge).
  • Match (1:1) strongly suggested but not required.
  • Average award size $38K.
  • “Soft” cap ($60K) started in 2004.

  • National Coastal Wetlands Conservation.
  • Section 6 T/E species grants to States (apply through IDNR).
  • Private lands stewardship for TE species.

*National funding programs, but working through local field office to develop projects is strongly recommended.
