The Camden Safeguarding Children Partnership

The Camden Safeguarding Children Partnership (CSCP) is a new model that ensures effective collaboration between agencies to safeguard children in Camden. This partnership aims to address the changing face of safeguarding, provide early intervention services, and promote good professional judgment. With a focus on training and information-sharing, the CSCP aims to keep children and young people safe in Camden.

The Camden Safeguarding Children Partnership • In accordance with the Children and Social Work Act 2017, Local Safeguarding Children Boards (LSCB) have been replaced by Safeguarding Partnerships. will be replaced by • The Government published Working Together to Safeguard Children (2018) statutory guidance which set out what is expected of organisations, individually and jointly, to safeguard and promote the welfare of children. CSCP Objectives • Ensure agencieswork effectively together to safeguard Camden children, by making certain that the statutory functions of the CSCP are quality checked through audits and effective performance management. • Address the challenges and risks posed by the changing face of safeguarding. • Ensure preventative and early help services are provided in a joined-up and effective manner. • Continue to develop a culture of good professional judgement as reflected in our Learning and Improvement framework. • Ensure effective training programmes across agencies are in place to keep children and young people safe in Camden. • Drive and challenge effective information sharing systems across all agencies to ensure good communication to keep children and young people safe.   4. What’schanging? • Ofsted (2017) found the CSCB to be outstanding. Our transition journey from a LSCB to the new local safeguarding partnership model, takes into account that we are moving forward from a position of outstanding performance. • The Camden Safeguarding Children Partnership will be led by 3 statutory safeguarding partnerswho will hold equal responsibility for safeguarding children in the area. • The statutory safeguarding partners are: • Camden Council • Camden Clinical Commissioning Group (CCG) • North Central Borough Command Unit (BCU) of the London Metropolitan Police Service The Camden Safeguarding Children Partnership (CSCP)

  5. What’s changing? Independent Scrutiny - The safeguarding partners hold thestatutory responsibility for the co-ordination and quality of multi-agency working and performance. To maintain continuity in this period of transition, the former Camden Safeguarding Children Board (CSCB) Chair will fulfil the role independent scrutineer. The Independent Scrutineer will work closely with the three safeguarding partners to: • Seek assurance in judging the effectiveness of the new multi-agency arrangements. • Act as critical friend, in order to scrutinise performance, ensure quality assurance mechanisms are effective, and encourage an open culture of mutual and constructive challenge. • Maintain oversight and connectivity of the Subgroups in the delivery of the business plan. • Work with our newly appointed Young Advisors to fulfil scrutiny functions.   6. What’s changing? • Safeguarding Practice Reviewshave replaced Serious Case Reviews (SCRs). The new National Child Safeguarding Practice Review Panel holds the key responsibility for how the system learns from serious child safeguarding incidents. • The local authority holds the responsibility to make the notification of a serious safeguarding incident to the National Panel. • Camden’s statutory safeguarding partners will take a lead role in local learning reviews. • NCL Child Death Review Panel hasreplaced Camden Child Death Overview Panel. Nationally, the responsibility for oversight of child death review processes and for reporting child deaths has transferred from Department for Education to the Department of Health and Social Care. The Child Death Review arrangements will be cross-border and cover the geographical areas of North Central London (i.e. Barnet, Camden, Enfield, Haringey and Islington).   7. What will stay the same? CSCP will cover the London Borough of Camden local authority area and will continue to: • In accordance with Working Together 2018, schools, colleges and other educational providers have a pivotal role to play in safeguarding children and promoting their welfare. In Camden, they are considered as a crucial relevant agency. • Include input from a wide range local agenciesto safeguard children and promote their welfare. • Monitor and evaluate the effectiveness of what is done by the safeguarding partners and relevant agencies individually and collectively and advise them on ways to improve. • Developpolicies and procedures, by proactively identifying and responding to new and emerging safeguarding issues. • Coordinate a response to serious incidents and unexpected child deaths. • Analyse information aboutsafeguarding practice reviews andadvise on lessons learned. • Raise awareness on child safeguarding issues, training and local initiatives. • Offer access to free multi-agency safeguarding training, for those working with Camden children.
