Scotland's Public Health Reform: Thriving for All

Scotland's public health system is in need of significant reform to address persistent inequalities and unsustainable pressures on health and social care services. The Public Health Reform Programme aims to simplify the national public health landscape, establish clear priorities, strengthen the role of public health leaders, and improve the use of evidence and technology in policy and practice. Public Health Scotland will provide strong leadership to improve healthy life expectancy and reduce health inequalities. This reform is a collaborative effort between the Scottish Government and COSLA, with a focus on local partnerships and shared priorities.

Public Health Reform Programme • Public health reform is an equal partnership between Scottish Government and COSLA • The programme is being taken forward as a collaborative process involving the wider system in designing the future public health landscape • Public Health Scotland, shared priorities and a focus on local partnerships are the foundations of the reform programme • Scotland’s public health priorities provide catalyst for the whole system to focus on key public health challenges • Public Health Scotland will provide strong leadership to improve healthy life expectancy and reduce health inequalities

  8. PHS:TOM The TOM will cover both how Public Health Scotland will work on 1 December 2019, which will be its first day in operation, and how we want Public Health Scotland to work in the medium term, in a three to five year timescale.

Core and Specialist Public Health Workforce – some further reflections • Recognition of the complexity of public health delivery • Experience tell us that being located in an NHS setting does not always maximise impact, limits the focus on prevention and can make engaging communities challenging • However, the relationship with the health system is vital for elements of public health • Overall there is an opportunity to enhance links between national and local PH leadership and strengthen delivery across the whole system • Input on population health should be a core aspect of IJB and CPP work
