Engineering and Technical Support ENGINEERING AND TECHNICAL SUPPORT The NAVEODTECHDIV efforts support the Office of the Secretary of Defense in executing the requirements of the Joint Services, the Department of the Navy, and the Naval Sea Systems Command. The Contractor shall advise and assist with various tasks in support of engineering support, systems engineering and technical analysis, development of programs, and improvised explosive device (IED) defeat technology. Engineering and Technical Support ENGINEERING SUPPORT Design, develop, and test specialized mechanical and electronic tools and equipment for use in explosive ordnance disposal (EOD) applications. Tools include unique and specialized applications of state-of-the-art technology associated with: Explosive countermeasure tools, Low signature tools Remote control systems Underwater sensing/navigation technologies Directed energy (microwave and laser) DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited

Engineering and Technical Support ENGINEERING SUPPORT (Continued) Tasks include: Translate rough design concepts into complete, technically accurate design packages from which full-scale prototypes can be manufactured. Provide support for the conceptual planning, design, prototyping, test coordination, testing, and documentation of electronic/mechanical devices, tools, and equipment under development. Review and evaluate configuration status and relevant hardware documentation to ensure accuracy and conformance with configuration management plans and production baseline for special EOD tools and equipment. Engineering and Technical Support ENGINEERING SUPPORT (Continued) Conduct scientific engineering research and assessments of available technologies and equipment to meet specific mission requirements. Conduct engineering management of fabrication, assembly, and technology demonstration of prototype equipment. Development of quality and timely engineering documentation to include research reports, white papers, test plans, test reports, monthly reports, input into technology data-calls, and presentation material. SYSTEMS ENGINEERING, EXPLOSIVE CHEMISTRY, PROGRAMMATIC AND TECHNICAL ANALYSIS (Continued) Tasks include: Assist in analyzing strategic, tactical, and policy requirements and provide analytic and technical products to include performance specifications. Provide exploratory and advanced research in the development and engineering of specialized tools, equipment, systems, and procedures. Perform computer modeling and analytical studies to simulate dynamic scenarios and predict outcomes that will influence critical design parameters. SYSTEMS ENGINEERING, EXPLOSIVE CHEMISTRY, PROGRAMMATIC AND TECHNICAL ANALYSIS (Continued) Assist in the analysis of doctrine, organization, training, material, leadership, personnel and facilities in support of new equipment development. Perform analysis to provide human system integration into EOD tools, equipment, information systems, and processes. Provide assistance to the chemistry laboratory operations to include operating, maintaining, troubleshooting and developing methods and procedures for analytical instruments to include the handling of samples which contain small amounts of explosives. Engineering and Technical Support DEVELOPMENT PROGRAMS Project management functions associated with the design, development, and test of complex mechanical, electronic, and energetic tools and equipment for use in military Explosive Ordnance Disposal (EOD) applications. Engineering and Technical Support DEVELOPMENT PROGRAMS (Continued) Tasks include: Create, manage, and maintain detailed project management plans incorporating projections and metrics for resource management. Assist in the preparation of acquisition management documentation, program status, schedule projections, correspondence, briefings, and reports . Perform research, development, tests, and simulations to investigate solutions to problems. Establish measures of performance and assess alternative technical approaches.   12. Engineering and Technical Support DEVELOPMENT PROGRAMS (Continued) Identify Work Breakdown Structure (WBS) elements for projects to support program matrix development. Assist in the preparation of acquisition program documentation such as Mission Needs Statements (MENS), Operational Requirements Documents (ORDs), Test and Evaluation Master Plans (TEMPs), procedures and test package for performing technology evaluations. Prepare computer-based training for newly developed EOD tools and equipment. DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited

  13. Engineering and Technical Support EOD TECHNOLOGY CAPABILITY BASED VALUE MODEL (CBVM) Technical and analytical services to support maintenance and utilization of the CBVM. The CBVM identifies and prioritizes capabilities and capability gaps for the Joint Service EOD community, defines metrics for operational task accomplishment in the major functional areas, and provides a methodology to assess current capability and to project capability at 1, 3 and 5 years in the future based on current technology development projects and programs. Engineering and Technical Support EOD TECHNOLOGY CBVM (Continued) Tasks include: Maintain the CBVM and utilize it during the process of planning for and selecting EOD technology projects, specifically with regard to assessment of capability shortfalls and the value of various project portfolios. Develop business rules, protocols, and processes for the operation and maintenance of the CBVM and database and ensure their enforcement. Engineering and Technical Support EOD TECHNOLOGY CBVM (Continued) Perform liaison with other DoD developers in technologies relevant to EOD (i.e., EOD/LIC, TSWG, DTRA, DARPA, Picatinny Arsenal, Air Force Research Lab). Coordinate with the Joint Service EOD Service Detachments at EODTECHDIV to identify and modify value functions at the intervals established by approved business rules and protocols. Engineering and Technical Support JOINT IMPROVISED EXPLOSIVE DEVICE DEFEAT ORGANIZATION NAVY CENTER OF EXCELLENCE (NCOE) MISSION SUPPORT Provide technical and training support to the JIEDDO NCOE. The NCOE’s mission includes integrating technology, training, techniques and procedures to develop IED Defeat Concept of Operations, coordinating Joint and Service training efforts and developing individual and collective training for deploying units to proactively defeat IEDs. Engineering and Technical Support JIEDDO NCOE MISSION SUPPORT (Continued) Tasking includes: Assist the OIC with all matters involving office administration, scheduling, and employment of resources in support of NCOE’s mission. Assist with development of out-year budget requests and all aspects of planning, justification, implementation, documentation and reconciliation. Provide support and participate in conferences, meetings, and video teleconferences (VTCs) to include bi-monthly CREW Summit, Integrated Process Teams (IPT), and other mission related conferences.   22. Engineering and Technical Support COUNTER IMPROVISED EXPLOSIVE DEVICES (CIED) HOME STATION TRAINING LANES (HSTL) SUPPORT Support for CIED and defeat training integration is required. CIED operations are being conducted by Navy Expeditionary Combat Command (NECC) at five U.S. Naval Home Station Training Lanes (HSTL) and six NECC Echelon IV Commands across the U.S. As requirements evolve, other locations may also require this capability. The Contractor shall furnish all management, labor, and course materials necessary to perform this training. DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited

Engineering and Technical Support CIED HSTL SUPPORT (Continued) Tasking includes: Development of training that addresses- Identify visual indicators of an IED React to a suspected IED React to an IED, Vehicle Borne IED (VBIED), or Waterborne IED (WBIED) React to a suspected VBIED/WBIED Employ man-pack and vehicular-mounted electronic warfare devices Apply force escalation measures Prepare for IED threats prior to movement (NCOs) Plan for IED threats (commanders, staff officers). Engineering and Technical Support CIED HSTL SUPPORT (Continued) Prepare for ground/water-emplaced IED-defeat operations Conduct organic C-IED reconnaissance and route clearance React to possible ground/water-emplaced IED Prepare for suspected VBIED/WBIED or suicide bomber attack Maintenance of Training Lanes The Government will construct and maintain the IED training lane/s and provide all equipment and vehicles necessary for the conduct of training. The Contractor oversees maintenance requirements on all training lane facilities, equipment, and training aids and devices.
