Overview • 65 people reviewed the survey;52 surveys were completed • Last year 37 people reviewed the survey • Number of responses to individual questions vary • Three sections: • Participant Information • Reflection on 2012 • Priorities for 2013 • Results will be used to: • identify agenda topics • propose improvements • develop overall plan and priorities

(38) • TGB legislation, program development, & beginning implementation (15) • Improvements in Working Capital Loan Fund (7) • Progress on diversity of workforce participation (6) • Pilot Project – mandatory contracts & learning (6) • Cooperation, working together, engaging stakeholders, good discussions– even during some difficult times (5) • Results Transparency – reporting and functioning (5) • Veterans Team and business development (3) • Progress on DBE participation (2) • Workforce Developers/Training Programs (2) • Reestablishment of the Mentor Protégé Team (2) • Not much or not many accomplishments (2). • Improved processes for communicating business opportunities to DBEs

(39) • Good communication, building relationships, working together for results (12) • Facilitator, regular monthly meetings, good/respectful and honest discussions, good use of time, everyone at the meeting (8) • The results and transparency team meets consistently and seems to be making some progress. (5) • Networking Opportunities/advancing business interests (3) • Interface/Relationship and negotiations with MnDOT (3) • Workforce Developers/Training Programs (2) • Good Group of people • I feel that the DBE committee has really starting to step up. • Pilot Project • There finally seems to be a sense of direction • Education and understanding complex issues/subject and viewpoints • Attitude changes

OCR and MnDOT –Department buy-in, transition of staff, balance of effort between workforce and DBE C. Project Teams –Representation of all 8 groups, work plans, role, engagement of members, support & structure D. General –Transparency, goals, communication, more progress, open-mindedness

Q 12: What are the top3 barriers? • Wide range of responses – needs further analysis and integration into a plan for 2013 and beyond. • Skills/capacities, slow payment, lack of enforcement, too few DBEs, lack of staff accountability, contractors seen as priority customers, bidding, capital, lack of overall work, time, education/information, transportation, child care, lack of mentorships, cash flow, fairness, resistance

  10. Q13: What are the top three things the Collaborative in 2013? (38) • General • continue meeting and working, strategic plan, ensure all 8 stakeholders, expand measuring, education, going to scale, legislative issues, level the playing field • OCR/MnDOT • best practices for compliance work, compliance audits, getting OCR all on the same page, enforcement, use max legal authority to incent the primes to get fully on board

Priorities for 2013 (continued) • Workforce • Reporting on results, strategic plan completion and implementation, equal focus on women goals, reach higher goals, job training, high school students, retention issues • DBE/TGB • Bonding, monitoring, more pilot projects, mentor/protégé, de-bundling, relationships with primes, increase participation on teams, more certifications, DBE at time of bid, access to capital

Q16: What discussion topicswould you like on the meeting agendas (30) • Success on CCLRT, Viking Stadium, Reps from Met Council to share experience with DBE list at the time of bid letting, Mnship process and plan, MAP-21 changes, TFAC recommendations, MDHR commissioner • Statewide project compliance updates, Review of DBE development activities, Apprenticeships & worker retention, rules/regulations both Fed and State, • Everyone to understand what happens on a construction site & how the business works, Estimating, Communication, Engaging minority companies, Conflict Resolution, Retreats and Budgets, Financial training, Skill set training, Training in greater Minnesota, Doing business with government • Partnership development between Primes and DBE’s, Mentor Protégé Program, Promote more joint ventures, Scaling of programs, any change in MnDOT leadership focus • Strategic vision for our collaborative, More analysis of the reasons minority workers and firms fail to make it in highway heavy construction. • Finish what has been started
