ACT 87, SLH 2013 Effective July 1, 2013, the Administrator of the State Procurement Office (SPO) of the Department of Accounting and General Services (DAGS) shall serve as the University’s Chief Procurement Officer for construction and professional services furnished by Licensees under HRS Chapter 464 (Engineers, Architects, Surveyors, and Landscape Architects).

  3. ACT 87, SLH 2013 All Procurements for professional services furnished by licensees under Chapter 464 for construction projects shall be coordinated with DAGS.

  4. ACT 87, SLH 2013 Provided further that DAGS shall not be responsible for procurements determined by both the University and DAGS to be professional services furnished by licensees under Chapter 464 for repair and maintenance.

  5. ACT 87, SLH 2013 The Administrator of SPO shall submit a report to the legislature, no later than twenty days prior to the convening of the regular session of 2016, of the Administrator’s findings and recommendations, including any proposed legislation, relating to transparency, efficiency, and compliance of the University’s procurement of construction contracts and construction-related consultant services pursuant to chapter 103D, HRS.

  6. ACT 87, SLH 2013 OPRPM will be revising its administrative procedures for construction and for construction-related professional services.
