Methodology • Government research institutes – census • Universities - census; split by Qatari and Foreign • Business (including private non-profit) - purposive • Development of Business register of R&D performers, by National and Foreign categories. • Stock exchange & Annual reports • Media search • Registers of grants • Chamber of Commerce, Industry associations and referrals • Research permit registers - Clinical trials; GM trials • Personnel split by Qatariand Foreign status.

As this is the first R&D Survey, data may not be readily available in compiled form. • There may also be concerns at releasing data that is felt to contain ‘company secrets’ • Only high-level information is sought • Contact point for Department-based Research Institutes (DBRIs) will be the senior civil servant such as the Director-General • Contact point for public research institutes (PRIs) is the Chief Executive Officer or executive responsible for research management

  4. Unique identifier for each respondent. • Available by post, by e-mail, online, & direct contact. • Administered by QSA enumerators/analysts • Survey will go live 3 November 2013 • Survey period: • Government: 1 April 2012 to 31 March 2013 • Business: financial year closest to Government • Universities: Academic Year 2012 to 2013 • CEO of each responding institution to sign off the completed questionnaire.

  5. R&D in the private not-for-profit (PNP) sector presents measurement challenges similar to those found in the for-profit business sector. Who does R&D; what counts as R&D; what is their legal status? • PNPs may domestically owned, or foreign-owned. Their fields of activity are wide, ranging from health to environmental monitoring and protection. They may be channels of considerable funds for in-house as well as contract R&D. • Foreign-owned Universities and PNPs present other issues. Professional staff may be paid abroad; R&D may be reported abroad.

IN-HOUSE R&D EXPENDITURE • Capture actual expenditure,notbudgets • Expenditure = Labour + Other Current + Capex • Other Current: space charges, utilities, supplies, spare parts, STS services • Capex in year of expenditure; not depreciated • Three sector totals: • Government expenditure on R&D GOVERD • Business expenditure on R&D BERD • Higher education expenditure on R&D HERD • Gross expenditure on R&D GERD • Calculate the sentinel indicator GERD/GDP
