Presentation Agenda • Purpose • Certification Program for PFC’s • ASTM Method used for Certification Testing • Clarifications for Kerosene Cans and Utility Jugs • Spill-Proof spouts and desired improvements
Purpose • Desire to enhance the regulations by incorporating a Certification Program. • Problems with consumer misuse, compatibility, and compliance (Kerosene cans and utility jugs). • Seek to improve customer acceptance, compliance, and prohibit use of non-compliant containers for transporting gasoline.
Certification Program • Ensures products meet ARB requirements prior to offering for sale. • Similar to other ARB programs. • Ensure emissions benefits are achieved. Executive Order
Certification Program • No elimination of Compliance Testing. • Manufacturers submit an application, test results and a sample of the product. • Executive Order issued. • Testing to be completed by manufacturer or independent laboratory. • Comments or questions?
Use of ASTM for Certification Testing • ARB is considering adoption of ASTM standard by reference. • Each manufacturer would test according to the ASTM and submit results to ARB. • ARB would adopt ASTM if necessary modifications would be completed.
Use of ASTM for Certification Testing • Incorporate California requirements? • Create Appendices or modify the ASTM? • Permeation testing. New method? • Comments or questions.
Kerosene Cans & Utility Jugs • Consumers are using gasoline in Kerosene cans or utility jugs. • Containers not clearly identified in the existing regulations. • Potential for excess emissions.
Kerosene Cans and Utility Jugs • Clarify utility jugs in ARB regulations. • Require certification. • Require that certified manufacturers identify products with ARB Executive Order number. • Comments or questions?
Spill-Proof Spouts • Modify existing Automatic Shut-Off Test Procedure for clarifying intent. • Consumer complaints. • Inability to fuel some motor vehicles. • Use of Spout Extensions. • Request by SORE manufacturer to specify maximum fill height.
