  6. How would it fit? • Existing Charter standard would remain • New standard would be more rigorous test • Only for councils being reassessed • Optional • Option of existing standard then Charter Plus or straight to Charter Plus

  7. What’s new? • Five criteria remain – title of fifth would change – • Commitment to Member Development • Strategic approach • Learning and development plan in place • Effective in building capacity • Supporting councillors

Developments • Commitment • Sharing development across L/G tiers; policy and budget is reviewed • Strategic approach • PDPs linked to review and development of strategy role descriptions – pilot 360° assessment • Development plan • PDPs in place; 50-75%of councillors • 90% of councillors have adequate access to development • Effective in building capacity • Impact evaluation of events and programme • Mentoring arrangements
