Background Step-1 Proposals Limited to 3 pages • A description of the science goals and objectives The description should include the importance and scientific priority of the proposed investigation's science goals and objectives; the importance of the problem within the broad field of Heliophysics, the unique value of the investigation to make scientific progress in the context of current understanding in the field, and the importance of carrying out the investigation now. • A brief description of the methodology to be used to address the science goals and objectives. The description should include the appropriateness of the selected data, models, and analysis for completing the investigation and the feasibility of the methodology for ensuring scientific success. • A brief work plan that includes major steps to be employed to carry out the work.

Background Step-1 Review Encourage • Reviewed by a peer review panel(civil servants) • looking at the importance of the science, feasibility of the methodology, and likelihood of success. • The number of proposals submitted far in excess of what can be supported, • some proposers receive a letter discouraging them from submitting a Step-2 proposal. • The rest of the proposers receive a letter encouraging them to submit a Step-2 proposal. • A panel evaluation not provided. Going Forward • Overall 53% reduction from Step-1 to Step-2 • Overall 13% of discouraged Step-1 submitted Step-2 • Only 1 discouraged Step-1 recommended for selection • In Van Allen program rated VG • Not highest priority science, but few higher ranked proposals • Similar NSF proposal (not funded) • H-GI process as is won’t scale up • Cannot rely only on civil servant review panel – for credibility need a larger group of reviewers • May need Step-1 reviews entered through NSPIRES and collated due to volume • Combination of Programmatic & Scientific Basis
