13. 40 Officials were trained on First Aid, 2 officials were trained on HIV/AIDS counselling 25 officials were trained on IT computer troubleshooting, Workshops conducted on Deportation; 106 officers trained on PILIR, GEMS 80 Officers workshopped on WHO AM I ON LINE 11 Officers were given basic French Language training from the Refugee Reception Office, Inspectorate and Admissions in RO Port Elizabeth BAS Training conducted for Humansdorp, Engcobo, GReinette and Mt Frere IOs from KWT, Mt Frere &Mthatha attended International Migration Course at Wits University. Labour Relations training conducted for all officials ASD and above TRAINING

Equipment and Furniture 70 tables, 231 chairs, 23 wheelchairs, 1Franking machine, 19 Fridges,17 Microwaves, 3 Photo-copiers, 6 Fax Machines, 218 Steel Cabinets, 38 Cupboards, 120 Heaters, 2 Scanners, 2 Shredders and 4 SafesEastern Cape IT equipment report.xls Vehicles 5 NIB Branded vehicles and 4 for Service Delivery, 2 for Area IT Managers, 1 for Control Security Officer and 1 for Financial Management. Out of 135 vehicles in the Province, 13 have been identified for replacement due to high mileage. The 13 vehicles are already available at Head Office and will be delivered to the Province. 15. DEPLOYMENT PLAN This Province has been allocated ten (10) Mobile Trucks. These trucks have been deployed according to service delivery needs as there are areas without Home affairs presence and deployment therefore elevated the level of service delivery demands. The trucks have been deployed in the six Regions as follows: Mthatha = 1 Butterworth = 2 King William’s Town = 2 Port Elizabeth = 1 Queenstown = 1 Mt Frere = 2 Lusikisiki = 1 MOBILE UNITS

16. During this month only 5 trucks are operational, we are expecting 6 new trucks from Head Office Three trucks have mechanical problems (UPS, CPU, Link star, Satellite dish & faulty GPF), 2 have been taken in for repairs, March 2007 Itinerary GGC 014 G – Queenstown: Sterkstroom, Tarkastad, Lady Frere, Molteno, Jamestown, Steynsburg, Sterkspruit, Barkly East, Rhodes GGB 016 G – Port Elizabeth: Sanddrift, Hankey, Eerste Rivier, Thornhill, Clarkson, Jeffrey’s Bay, St Francis Bay, Paterson, Stytlerville, Loerie, Coldstream, Weston, Storms River, Port Elizabeth area. GGB 325 G – King William’s Town: Stutterheim, Cathcart, Komga, Tsholomnqa, Ndevana, Kei Road, Ndakana, Frankfort, Thembeni GGC 082 G – From February 2007 the truck was stationed and operating at Bhizana District Office due to electrical problems in the office. GGB 886 G – Stationed and utilized at Ngqamakhwe as the new premises have no electricity, also utilized at Centane for two days Imbizo The Province received 6 mobile unit trucks on Friday 9th March 2006 and they will replace the 6 non functioning ones Online Hospitals Uitenhage Provincial, Siphethu in Ntabankulu, Cecilia Makiwane in Mdantsane automated, MOBILE UNITS

Alternative accommodation for Tsolo SP has been secured and Public Works will send specification needs to the landlord Mqanduli: DPW has given the landlord a go ahead and construction of a new office will start in the forthcoming financial year Ngqamakhwe: DHA has occupied the premises on 19 February 2007 Port St Johns: Renovations by the landlord will be finalized and the structure will be ready for occupation during April Flagstaff: alternative accommodation has been secured and will be ready for occupation by 1st April 2007 Eastern Cape North: Mthatha – will be occupied by 1stApril 2007 Renovations in Mthatha Regional Office are nearing completion, the waiting area has been completed and has saved community exposure to unfavourable conditions Ndlambe Municipality has offered office accommodation at Port Alfred, the office is fully automated and utilised for mobile visits; Inxuba YethembaMunicipality has offered office space at Middleburg and automation of the office is in process. Gariep Municipality offered office space for Burgersdorp and office ready for occupation. OFFICE CONDITION

ALTERNATIVE ACCOMMODATION ALREADY IDENTIFIED Office of Provincial Manager – East London: proposed date of completion – June 2007; Area Manager: South – King William’s Town: proposed date of completion – August 2007; Keiskammahoek – PWD to approach SA Post office for negotiations of identified space; Elliotdale, PWD still in negotiations with landlord for negotiations. CHALLENGES Mthatha RO: delay in installation of data lines at NIB block has caused a negative impact on service delivery Mount Frere RO: withdrawal of contractor has delayed occupation of new structure Butterworth DO: RAMP program has been delayed by resistance of SAPO to vacate the building Cala SP: Lack of cooperation from Intsika Yethu Local Municipality has delayed acquisition of suitable accommodation, DPW has opened negotiations with another landlord OFFICE CONDITION

NIB approved posts: 262 (Inspectorate, Admissions,Permitting and Refugee Affairs); 66 filled; 196 vacant.funded 63; unfunded 133 Provincial functional training on temporary and permanent residence provided to 14 ( inclusive of 3 senior managers) provided Appointment of SAC for Provincial Coordination at Permitting Acquiring user id’s for access to MCS for 20 permittingofficials at Port Elizabeth, King Williams Town, Queenstown, Mthatha, Grahamstown,and East London. Stregthened relations to attract foreign direct investment with East London IDZ and DTI in the Province Critical administrative intervention at Port Elizabeth permitting section in August 2006 and implementation of filing system. 17 Administrative personnel identified and submission sent to HR in order to translated from Civic Services to NIB permitting. Active participation in provincial and national state of readiness coordination Committees on 2010 FIFA World Cup Refugee Reception Office and Refugee Backlog Office in Port Elizabeth with staff complement of 12 officials. STATUS OF IMMIGRATION

23. Refugee Affairs audited all files and filing system properly organized and maintained During February 2007 212 cases referred to Standing Committee on Refugee Affairs, 207 upheld and 5 deferred, 10 cases referred to Refugee Appeal Board RRO establishment reviewed at workshop in September with RA Temporary Residence During February 2007, 374 applications were received and when included to the previous months closing balance of 559, a total of 933 had to be considered and 356 were approved. The current applications in the offices is 577 Permanent Residence During February 2007, 30 applications were received and when included to the previous months closing balance of 68, a total of 98 had to be considered, 2 referred to Head Office, The current applications in the offices is 96, 39 interviews were conducted with prospective immigrants. Qacha's Nek 36km from Matatiele, DHA takeover 01.01.07, only commercially declared land port, Operational hours 06h00 to 20h00, Average monthly travellers cleared 1212 Telebridge Approx 34km from Sterkspruit, DHA takeover 01.01.2007, Second biggest land port in EC, Operational hours 08h00 to 20h00, Average monthly travellers cleared 3439 Ongeluksnek Currently managed by SAPS; it is the second smallest land port in the Province, Operational hours 08h00 to 16h00, Average monthly travellers cleared : 25, Primarily used by adjacent Lesotho Shop Traders.
