  1. SUFC Strengthening Coalition advocacy

  2. SUFC Goals • To increase broad federal support for urban forests and green infrastructure. • To increase the visibility of urban forestry across leading “grass top” policy and non-policy audiences. • To elevate SUFC as a leading comprehensive resource on urban forests and green infrastructure.

  3. SUFC Policy Assumptions • SUFC members want to be more pro-active re: policy analysis and influencing future legislation -- “Lead the train, not follow it.” • Need for SUFC to increase advocacy efforts to increase funding and implementation of green infrastructure and urban forestry; SUFC fills this niche • Obama administration = unique window to grow the impact of SUFC network • Clarify policy objectives and craft strategy to implement • Expanded (more effective advocacy) activities by SUFC = increased resources by SUFC members andconsulting /contractual advocacy expertise • Dedicated (contractual) policy-focused SUFC rep. has clear advantages • Expanded advocacy/policy education must be funded outside federal support

  4. Policy WG Statement To advance national investment in urban forests. This includes advocating for: Federal funding Technical assistance Research Public policy Policy goals may range from specific (targeted tree planting initiatives) to comprehensive (open space planning) or programmatic (technical assistance programs) Federal Focus: Congress, the Administration, and existing federal policies and programs which may be improved re: urban forestry The issues SUFC advances depend on priorities and time investment of our member organizations. It is unlikely every issue will receive unanimous support. SUFC will take a position on legislation on a case-by-case basis, with a clear opt-out for those who abstain or do not support action -- as outlined in the SUFC Principles.

  5. Increased SUFC Advocacy Activity

  6. Where do we go from here? What are SUFC policy priorities? What untapped opportunities exist ? Do we need to expand upon our current objectives? Is a ‘campaign’ the right tool to get SUFC from Point A to B?

  7. Expanding Capacity - Options

  8. Avoiding Inertia Problem: The current 3/4th SUFC endorsement of “X” legislation is too restrictive as it does not take policy-neutral SUFC members into account Solutions presented:1. Approach per issue, subtracting abstentions from the total pool. 2. Each members elects to be an active member in policy/advocacy related decisions.  Members opting out of advocacy participation are excluded from the voting pool, thus clarifying % of support/non-support.3. Form a separate organization or sub-group of SUFC to address any policy- related issues.
