Rationale: selection of KPAs • An appropriate and aligned organizational structure is require to ensure that the department has the right capacity to deliver • An monitoring and evaluation system is required to monitor the execution of the programmes and projects and facilitate reporting obligations

Rationale: selection of KPAs • As a water scare country the understanding and involvement of the public and stakeholders in water related activities will contribute towards the protection and conservation of water resources • Women empowerment will contribute towards the realization of gender equality goals as contained in the National Policy on Gender equality
