    • resources are used consistently with mission

Emphasis on Internal Controls

  • To demonstrate a federal program is achieving its intended objectives, Congress has passed numerous legislative and regulatory requirements that promote and support effective internal control.

  • Internal control is broadly defined as a process, effected by an entity's board of directors, management and other personnel, designed to provide reasonable assurance regarding the achievement of objectives in the following categories:

    • Effectiveness and efficiency of operations.

    • Reliability of financial reporting.

    • Compliance with applicable laws and regulations.

  • Effective internal control is a key factor in achieving agency missions and program results through improved accountability.

Congressional Mandates

Internal control requirements are congressionally mandated within the following framework:

  • Federal Managers Financial Integrity Act of 1982 (FMFIA)

  • Government Performance and Results Act (GPRA)

  • Chief Financial Officers Act, as amended (CFO Act)

  • Inspector General Act of 1978, as amended (IG Act)

  • Federal Financial Management Improvement Act of 1996 (FFMIA)

  • Federal Information Security Management Act of 2002 (FISMA)

  • Improper Payments Information Act of 2002 (IPIA)

  • Single Audit Act, as amended

  • Clinger-Cohen Act of 1996

  • DHS Financial Accountability Act of 2004

Executive Branch Oversight

  • These congressional mandates are further defined in the

    following policy references:

    • OMB Circular A-123, Management Control Reviews

    • OMB Circular A-127, Financial Management Systems

    • GAO Principles of Appropriations Law

    • GAO Yellow Book, Government Auditing Standards

  • DHS agencies are subject to annual audit to assess compliance with internal control standards.

  • The Coast Guard has been under intense audit scrutiny by DHS contracts auditors, KPMG., since FY 2003.

  • The Coast Guard has yet to receive an unqualified, clean audit opinion.

Coast Guard Transformation Efforts

  • The Coast Guard Commandant has made internal control compliance a priority imbedded within his modernization and transformation initiatives.

  • These transformation efforts are grounded in the DHS Strategic Plan and U.S. Coast Guard Strategy for Maritime Safety, Security and Stewardship.

  • All efforts are being coordinated by the Coast Guard ‘s Strategic Transformation Team at Coast Guard Headquarters.

Coast Guard Transformation Efforts (continued)

  • There are 5 main Modernization and Transformation efforts. These include :

    • the modernization of Coast Guard Headquarters/Financial Management systems

    • the development of the Deputy Commandant for Operations (DCO)

    • the development of the Deputy Commandant for Mission Support (DCMS)

    • transform the 2 Area Commands into Coast Guard Operations Command (CG OPCOM)

    • and Coast Guard Forces Readiness Command (CG FORCECOM).

Military Health System Transformation Efforts

  • The Military Health System (MHS) is also transforming its business operations.

  • Transformation efforts are grounded in the MHS Strategic Plan.

  • The MHS transformation vision is to develop a collaborative, agile, and efficient medical business enterprise that adapts to the changing needs of military medicine and maximizes the benefit of business and IT resources.

  • The MHS business transformation plan focuses on continuity of care across the DoD/Department of Veteran Affairs (VA)/civilian healthcare delivery system, a shift from reactive to proactive care, and more efficient healthcare operations.

Summary

  • Coast Guard Health Services continues to be impacted by Congressional, OMB, DHS internal control audit requirements.

  • These requirements must be met during a period of significant transformation and reorganization within the Coast Guard and Military Health System.

  • To position Coast Guard Health Services to meet these competing requirements and future challenges, a comprehensive Strategic Plan was developed and signed.

  • The next section will provide an overview of its main components and a road map for implementation.

Charter

Development of the Strategic Plan

  • In June 2007, RADM Tedesco chartered the Medical Resource Systems Working Group to be the Strategic and Business Planning cell of the Office of Health Systems.

  • This charter tasked the working group with the development of a Strategic Plan and Business Planning process.

  • The working group was comprised of a multi-disciplinary group of PHS, Coast Guard officer and enlisted personnel - throughout Coast Guard Health Services – and consisted of representation from CG-112, MLCPAC(k), MLCLANT(k) and field clinics.

Approval of the Strategic Plan

  • In October 2007, the working group completed a draft Coast Guard Health Services Strategic Plan.

  • Throughout the fall, the plan was briefed, amended and passed CG-11 concurrent clearance.

  • On December 7, 2007, the Coast Guard Health Services Strategic Plan 2008-2013 was promulgated by RADM Tedesco.

  • A copy of the plan may be found on the CG-11 web page.
