Different realities(2) Depending of level of cooperation Strong cooperation legally or voluntary : Lille and Eindhoven Growing cooperation through a metropolitan mobility plan: Florence Attempts to create a metropolitan government: Krakow Cooperation on topic basis: Brno, Brussels, Burgas, Sevilla

First conclusions (1) Common issues consciousness of a common identity ≠willing to participate Businesses and opinion leader participation ≠ citizen participation Businesses and opinion leader feeling of belonging ≠citizen feeling of belonging Metropolitan identity Vs local/regional/national identities Tensions with elected and/or formal institutional level Common problems Civil society not organized at a metropolitan level: (except for Lille) Mainly participation on project or policy basis Multiplication of the NYMBY phenomenom

First conclusions (2) Tools Create civic proud to increase the feeling of belonging Importance of cultural and sport events (Lille, Sevilla,florence) Possible solutions or recommandations Create Foundation or Associations at metropolitan level involving businesses and opinion leader (Eindhoven, Lille, Brno) Involve surronding cities in a metropolitan governance body (Lille, Krakow, Eindhoven) Focus on common external identity: Create common attractiveness or territorial marketing strategies (Eindhoven) Metropolitan agencies/bodies could be in charge of organising participation at metropolitan level ? )
