  3. Administrative Updates • Federal FY07 Budget Status • Still waiting for FY07 approval • Charter Signing • As of 28 Feb all members have now signed • Corps’ Project Management Plan • Draft is complete and in review at Corps • Expect to finalize by 1 May (before MC Mtg)

LTMS Project Work Plan • Draft document provided to SRG for review last week • With the exception of the Water Board, no comments have been received thus far • Would like all comments by 31 March • Work Plan will be revised and presented to Management Committee for approval • Management Committee meeting scheduled for 16 May

  5. Work Plan Elements • Study Boundary Base Map: • Identifies waterways, levees and islands • USACE Federal Levees of Concern • Additional information needed on Delta LTMS Priority areas

Water Board Comments • Efficiency: Where did the perception come from that there are inefficiencies in the permitting process? • DMMOTiming and Need: Water Board not convinced that the need exists for a formal structure • Constituents: Balancing the need for dredging with the Board’s mission to protect water quality.

Water Board’s LTMS Goals Work towards expediting dredging in the Delta while: • Decreasing the risks of dredging projects on water quality; and • Decreasing the uncertainties of the risks of dredging projects. Water Board’s recommended goal for LTMS – focus most of the effort on reducing the uncertainty in predicting/estimating water quality impacts

Permitting Work Group – Kick Off Meeting Agenda (1:30-3:30) • Welcome and Introductions • Dredging and Reuse Permitting TWG Scope and Expectations • What is the goal of this TWG? • What deliverables are envisioned? • How do the TWGs fit in the larger scheme of the Delta LTMS? • Open Discussion: Prioritize Future Permitting TWG Activities • DMMO Formation- Formal or ad-hoc • Agency communication issues – Value Stream Analysis • Consolidated Permit Application • Procedural changes- WDR General Orders and RGPs? • Future Meeting Dates • Management Committee – May 16, 1:00-3:00pm • SRG – May 16, concurrent with Management Committee • TWGs – April 24 (replacing previously scheduled SRG) • 10:00-12:00 – Kick-off Testing Protocols Group (tentative) • 1:30-3:30 – Permitting Group (tentative)

Project Next Steps • Formulate structure and participants for remaining Technical Work Group (4/07) • Identify and confirm qualified participants for Science Review Panel (4/07) • Develop LTMS Outline (5/07) • Formulate management alternatives (7/07) • Assess need for programmatic EIS (9/07) • Conceptual Strategy Plan (12/07)
