CDBG Entitlement Program -Background • Federal Program that started in 1974 to provide funding for housing and community development. • The National Objectives of the Program are to: • Benefit low- and moderate-income persons (LMI) • Prevent or eliminate slum or blight • Address urgent community development needs (Emergency)

  4. CDBG Entitlement Program -Background Local Decision on Programs & Projects to Fund Programs Must meet National Objectives

CDBG Entitlement Program -Background • Program requires completion of the following: • 5-year Consolidated Plan – • Document intended to provide a unified vision for community development actions to meet CDBG goals of decent housing, suitable living environment, & expanded economic opportunities • Completed and Adopted by City Council July, 2012 • Annual Action Plan • 1 year plan describes actions to occur over the coming year • Prepared annually

  7. FFY 2012 Action Plan Activities – Update • Seminole Woods Multi-Use Path • -State Road 100 to Ulaturn Tr. (South) • - Approximately 1.3 miles • -Design & Permitting In-house • -Environmental Issues, relocation of infrastructure (utility lines-FPL) • -Construction expected to begin in Fall ‘13

  8. FFY 2012 Action Plan Activities – Update Micro-Enterprise Activity -Business Assistance Center coordinating with Small Business Development Center to develop program Housing Rehabilitation Activity -Combine FFY 2012 & proposed 2013 allocation -Solicit applications in October/November 2013

CDBG – Action Items • Amendment to Consolidated Plan (5-Year Plan) & FFY 2012 Annual Action Plan • Transfer $28,000 from Micro-Enterprise Activity to Infrastructure Activity (Seminole Woods Multi-use Path) • Amendment to Consolidated Plan (5-Year Plan) • Add Public Services (Recreational Scholarship Program) • Review & Approve FFY 2013 Annual Action Plan

  11. Action Items – Consolidated Plan Amendment & FFY 2013 Action Plan Add Public Service as a CDBG Activity in the Consolidated Plan FFY 2013 (2013/14 allocation) will include recreational scholarship program (public service activity) FFY 2013 allocation is $410,007
