THE ROAD WAS LONG BUT COMPREHENSIVE • PRELIMINARY REPORT RELEASED TO UNIVERSITY PRESIDENT IN MARCH 2002 • COMMUNITY COMMENT AND DIALOGUE FOLLOWED INCLUDING:  FACULTY SENATE  STUDENT SENATE  STAFF COUNCILS  PRESIDENT’S STAFF  DEAN’S COUNCIL  OPEN FORUMS • PRELIMINARY RECOMMENDATIONS REVIEWED, MODIFIED AND SUBMITTED TO UNIVERSITY PRESIDENT IN MAY 2002 • UNIVERSITY PRESIDENT ENDORSES THE GENERAL DIRECTION • TRANSPORTATION COMMITTEE CONTINUES DETAIL WORK AND ANALYSIS • FINAL RECOMMENDATIONS RELEASED IN FEBRUARY 2003 TRANSPORTATION POLICY COMMITTEE FINAL RECOMMENDATIONS

FINAL RECOMMENDATIONS • FINALIZE GEOTECH, FINANCIAL AND TRAFFIC FEASIBILITY STUDY FOR CONSTRUCTION OF A MULTI-LEVEL PARKING FACILITY (SPRING 2003) • IMPLEMENTATION OF EMERGENCY RIDE, CARPOOLING AND VANPOOLING PROGRAMS (SPRING 2003) • INCREASES IN THE PRICES OF PARKING PERMITS IN THE CONTEXT OF A TIERED INCENTIVE SYSTEM ALONG WITH NEW LOW OR NO-COST TRANSPORTATION OPTIONS (JULY 2004) • CAPITAL INVESTMENT TO IMPROVE FREQUENCY, DEPENDABILITY AND ACCESSIBILITY OF THE CAMPUS SHUTTLE AND WILDCAT TRANSIT SYSTEM TRANSPORTATION POLICY COMMITTEE FINAL RECOMMENDATIONS

FINAL RECOMMENDATIONS(CONTINUED) • REVIEW AND TIGHTENING OF PARKING PERMIT ELIGIBILITY REQUIREMENTS AND ASSURANCES OF INTELLIGENT, FAIR AND ENERGETIC ENFORCEMENT • ADOPTION OF A MANDATORY STUDENT TRANSPORTATION FEE • COMPLETE SOUTH UNDERPASS AND IMPROVE THE PERIMETER ROADWAY SYSTEM • IMPROVEMENTS TO TRAFFIC FLOW ON MAIN STREET TRANSPORTATION POLICY COMMITTEE FINAL RECOMMENDATIONS

THE ANTICIPATED REVENUE STREAMS • APPROXIMATELY $ 3.0 MILLION IN NEW ANNUAL REVENUES WOULD BE GENERATED • IN EXCESS OF $ 4.0 MILLION IN OUTSIDE GRANTS HAVE BEEN SECURED • THESE NEW REVENUES WOULD BE SPENT ON SYSTEM IMPROVEMENTS, INCLUDING DEBT SERVICE FOR A PARKING FACILITY ($000’S) TRANSPORTATION POLICY COMMITTEE FINAL RECOMMENDATIONS

  8. PROPOSED TIERED INCENTIVE PARKING PERMIT FEES NOTE: WE ARE EXPLORING THE POSSIBILITY TO MAKE PARKING PERMIT PRICES A PRE-TAX EXPENSE. DEPENDING UPON YOUR INDIVIDUAL FILING STATUS AND TAXABLE INCOME, THE TAX BENEFITS COULD RANGE FROM 18% TO 46%. THE ABOVE TABLE REFLECTS THE IMPACT OF A 30% TAX SAVINGS. MANDATORY STUDENT TRANSPORTATION FEE • TARGETED OPPORTUNITIES TO INCREASE TRANSPORTATION SERVICES  CAMPUS CONNECTOR  WILDCAT TRANSIT  SAFE RIDES  AMTRAK QUIK-TRAK TICKETING  NON-EMERGENCY RIDES • APPROVED $ 35 FEE (APPROX $380,000) REPLACES THE CURRENT $ 95,000 FIXED CONTRIBUTION FROM THE STUDENT ACTIVITIES FEE ORGANIZATION • FUNDS WOULD BE USED TO SUPPORT IMPROVED AND OR NEW CAMPUS TRANSPORTATION SERVICES TRANSPORTATION POLICY COMMITTEE FINAL RECOMMENDATIONS

A PROPOSED PARKING FACILITY • TECHNICAL FEASIBILITY STUDY IS PENDING • PROPOSED FACILITY WOULD RESULT IN 600 NET NEW SPACES • CAPITAL INVESTMENT OF $15 MILLION • CAMPUS MASTER PLAN UPDATE WOULD DETERMINE OPTIMAL LOCATION • POTENTIAL FOR DECEMBER 2005 COMPLETION TRANSPORTATION POLICY COMMITTEE FINAL RECOMMENDATIONS
