Industrial Permit Timeline • 1991 – (modified in 1992) first IGP Order  • April 1997 – Order 97-03-DWQ (current permit) Adopte • 2003-2005 – Prior draft IGP process • 2005-2006 – Expert panel on numerics • January 2011 – Released draft IGP • Summer 2011 – Reviewed comments, met with stakeholders, etc. • Fall/Winter 2011 – Plan to release a new, draft IGP

  3. January 2011 Draft • Contained numeric action levels (NALs) and numeric effluent limitations (NELs), based on USEPA benchmark values • Increased sampling • Increased minimum BMPs • Included a progressive response framework • No exposure certification (NEC) and other, conditional exclusions were included
