  2. INTRODUCTION ROAD SAFETY PLAN OF MALAYSIA 2006-2010

BACKGROUND • ROAD SAFETY EDUCATION • The main goal of this Road Safety Education (RSE) among school children is to inculcate awareness and good practices among the young children; • To create a new safety culture amongst the younger generation; • RSE is a collaborative effort between the Ministry of Education & Ministry of Transport; • RSE is taught as part of the Bahasa Malaysia subject for 1 period a week; • First introduced to schools in 2007 as a pilot project; • As of 2010, it is being taught to all Year 1 to Year 6 students in all primary schools nationwide.

IMPLEMENTATION • Module for RSE was jointly developed by an appointed consultant together with the Ministry of Transport & Ministry of Education; • Road safety elements were imbedded in the teaching of the Bahasa Malaysia subject (language); • From 2007 to 2009, one teacher from each school was selected to attend a Training of Trainers programmewhere they are trained to teach road safety as part of the BM subject; • These teachers will later transfer their knowledge to their fellow colleagues from the same school by conducting another training session; • In 2010, due to budget constraints, 6 teachers were selected per district to attend the TOT programme. These teachers later conducted training in their respective districts for their fellow collegues;

EVALUATION • Questionnaire • To measure the effectiveness of RSE via the Bahasa Malaysia subject; • A quasi experimental design was adopted; • Involves pre and post test study • Treated and control groups • A survey was conducted with the use of questionnaire to collect data; • Questionnaire developed based on learning outcomes; • Study design to assess effectiveness of teaching modules in terms of learning outcomes;

RESEARCH DESIGN • (Using the results from the 2008 study on Year 2 students) • Six educational districts were chosen based on the rate of accidents and population of school children; • For the Control group, meanwhile, selected province is from the same state where it is similar or comparable with the Treatment group

Research Instruments • This study used the Data Collection Technique completely with questionnaire form; • Design and constitution of this survey form was defined carefully; • Generally, the questions in the survey form were composed based on the teaching’s elements consisted in the adopted Educational Module. • The questionnaire for this group study was composed based on “Learning Outcome” as below:- • Road is a complex and dangerous place to all the road users (16 Questions); • Children having risk on the road due to their physical size and maturity (11 Questions); • Importance of using seat belt (8 Questions)

Data Collection Method • During data gathering, two enumerators were assigned for execution; • All the respondents were gathered in a room and questionnaires were distributed; • Enumerators were then responsible to explain all the questions so that the questions are clearly understood by respondents; • Besides that respondents who have problem of writing answer will be aided by enumerator, by which only their verbally answer for the corresponding questions will be written.

  22. Conclusion • The overall results show improvements in knowledge level of respondents, indicates the positive outcomes of intervention; • The most important finding is most of the elements of RSEM were absorbed and finely understood by respondents in a short period.
