Legal framework and the procedure for submission of the SOER • Croatian Environment Agency (CEA) prepares the SOER (according Environmental Protection Act, OG No. 110/07) • all ministries and institutions that were involved in drafting give opinions/amendments to the draft • Ministry of Environmental and NatureProtectiondelivers SOER to the Croatian Government • SOER is submitted regulary by the Government to the Croatian Parliament every four years

Structure/content and purpose of the SOER • indicator based Report: 7 environmental topics,10 sectoral pressures, 1 chapter with general information (participants, policy, investments, inspection…) • used to assess the achievement of the objectives of environmental Strategy and Plan, and Strategies and Planning documents of the other sectors (energy, industry, tourism, agriculture, marine, waste management…)

Institutional framework (1) CEA • responsible fordraftingofthe SOER • coordinator of the draftingprocess • source of data - focalpoint for CroatianEnvironmentalInformationSystem(44 databases containing the requireddataandinformation) • creates environmental assessmentfor a particular topic/ sector andprovide an integrated environmental assessment

Institutional framework (2) COOPERATION -more than20 institutions(governmentbodies, publicinstitutions andother participant organizations) engaged in monitoring/data collection/draftingofthe SOER: • Ministry of Environmental and Nature Protection – airqualitydata, bathingwaterqualitydata, general information (eg. inspection) etc. • MinistryofAgriculture - data related to agriculture and organic farming, data for watermanagement…

Institutional framework (3) • Ministry of Health –environment and health data, chemicals… • Croatian National Institute of Public Health - drinking watersafetydata, wastewaterquality, surface water and water for recreation • Croatian Waters–water managementdata • Institute of Oceanography and Fisheries /NRC/ - state of marine environment, aquaculture and fisheries, data of env. pressures on marine ecosys.

Institutional framework (4) • Energy Institute Hrvoje Požar - data ofenergy statistics: energy consumption, renewable energy resources, energy in transport … • State Institute for Nature Protection – data required for biodiversity • Meteorogical and Hydrological Service-meteorogicalandhydrological data, acidification and eutrofication elements...

  9. Institutional framework (5) • Croatian Forest Research Institute - data of forest ecosystems • State Geodetic Administration – spatial data • The competent cantonal authorities - data about pollutants in the environment, projects, etc. • Croatian Bureau of Statistics – statistical data of Transport, Tourism, Agriculture, Industry… • Scientific institutions (eg. Faculty of Agriculture) • NGOs…
