  5. OBJECTIVES • BUILD INDIGENOUS CAPABILITIES FOR DEVELOPMENT AND COMMERCIALISATION OF CONTEMPORARY PRODUCTS AND PROCESSES OF HIGH IMPACT • SYNERGISE RESEARCH ACTIVITIES OF INDUSTRY WITH THOSE OF NATIONAL RESEARCH INSTITUTIONS

  6. TYPE OF PROJECTS SUPPORTED • PROJECTS FOR DEVELOPMENT AND DEMONSTRATION OF NEW OR IMPROVED PRODUCT OR PROCESS TECHNOLOGIES • PROJECTS FOR ABSORPTION AND UPGRADATION OF IMPORTED TECHNOLOGY

  7. AREAS OF PROJECT SUPPORT • RAW MATERIALS, COMPONENTS AND OTHER DEVELOPMENTAL EXPENDITURE • PRODUCT/PROCESS SIMULATION STUDIES AND CONSULTANCY • TESTING AND EVALUATION • CONSUMABLES & FIELD TRIALS

  8. EXTENT OF SUPPORT • MAINLY A CATALYTIC SUPPORT • COVERS GENERALLY ABOUT 30 TO 40% OF THE PROJECT COST • RELEASE TO BE MADE IN INSTALMENTS DURING THE PROJECT TENURE DEPENDING ON THE REQUIREMENTS OF THE PROJECT

  9. POST PROJECT RESPONSIBILITIES OF THE INDUSTRY • TO COMMERCIALISE THE RESULTS OF THE PROJECT IF THE PROJECT IS SUCCESSFUL • AFTER START OF COMMERCIAL PRODUCTION, MAKE ROYALTY PAYMENTS TO DSIR, IN THE FORM OF ANNUAL ROYALTY/LUMP SUM PAYMENTS, UP TO 1.3 TIMES THE SUPPORT EXTENDED BY DSIR

MODUS OPERANDI FOR APPROVAL • IN-HOUSE SCRUTINY • SCRUTINY BY OUTSIDE EXPERTS AND, IF NECESSARY, FIELD VISITS • PROMISING PROJECTS FURTHER CONSIDERED BY ‘TECHNICAL ADVISORY COMMITTEE’ BEFORE DEPARTMENT’S FINAL APPROVAL • PROJECT COSTS IN EXCESS OF Rs. 1.5 CRORES NEED APPROVAL OF ‘STANDING FINANCE COMMITTEE’ • AGREEMENT AMONGST DSIR AND PARTICIPATING AGENCIES

  11. EXECUTION OF THE PROJECT • IS THE RESPONSIBILITY OF THE EXECUTING/COLLABORATING AGENCY • REVIEWING, AT INTERVALS, BY PROJECT REVIEW COMMITTEE OF EXPERTS AND ALSO GUIDE IN TECHNICAL ISSUES

  12. TRACK RECORD • NEARLY 150 PROJECTSSUPPORTED • TOTAL SUPPORT OF NEARLY Rs. 60 CRORES OUT OF A CUMULATIVE PROJECT COST OF NEARLY Rs. 200 CRORES • TOTAL FUNDS RELEASED - MORE THAN Rs. 40 CRORES

Technology Development Board (TDB) • Translation of indigenous technology into commercial products/services • Adaptation of imported technology for wider applications • Emphasis on technology driven projects in any sector • Leveraging similar funds from financial institutions and banks • Creating new job opportunities

  18. Pharmaceutical Research & Development Support Fund (PRDSF) programme • Support for collaborative R&D in drugs and pharmaceuticals sector. • Publicly funded R&D institutions and pharma industry joint projects funded. • The support is extended in critical areas of national health requirements.

  19. Small Business Innovation Research Initiative (SBIRI) • Support to small businesses for early pre-proof of concept innovation and late stage commercialization. • High risk R&D is supported. • Involvement of private industries in development of projects of high societal relevance.

  20. Conclusion • The Government has addressed the support to innovation in SME’s through various mechanisms. • Mechanisms have shown signs of success.
