  8. Peri-urban lobbying • The Peri Urban Regions Platform – PURPLE • Created in 2004 • Brings together 15 EU regions • Ile-de-France Region = founding member

  9. Amendments to the outlook opinion of the Committee of the Regions on the CAP Health check Seamus Murray (Meath County Council, IE/UEN) report adopted in plenary on 7 February 2008 • The CoR considers that a future CAP can be better used to build alliances and support policy coordination between rural and urban areas, particularly in periurban areas where there can be intensive pressures on rural resources; • furthermore rural development policies should encourage and protect farming in areas where it may bring particular benefits such as in and around urban areas… Amendments to EP resolution on the CAP Health Check Lutz Goepel (PPE-DE, Germany) report adopted in plenary on 12 March 2008 • The European Parliament • Considers that any future system must focus more strongly on aspects of the social, economic and territorial coherence and integrated development of rural and also periurban areas…; • Takes the view that European agriculture can provide environmentally-friendly solutions to the most pressing problems facing our urbanised society in periurban regions as well. • Draws attention to the particular role played by farmers in periurban areas; periurban farmers and land managers can promote solutions that meet both Lisbon (knowledge, research, innovation) and Göteborg (sustainability) objectives.

PURPLE amendments: a successful teamwork • MEPs from several PURPLE Regions have been informed (in the EP Committee on Agriculture and Rural Development and others of relevance) • MEPs from different political parties presented PURPLE amendments: • Esther de Lange (Netherlands) – EPP-ED Group • Alain Liepitz (France) - Group of the Greens • Friedrich-WilhelmGraefe zu Baringdorf (Germany) - Group of the Greens • Lily Jacobs (Netherland), Socialist Group

New successful amendments… • In its report on the future of the Common Agricultural Policy after 2013 adopted in Jully 2010, the European Parliament • draws attention to “the particular role played by farmers in peri-urban areas, where there can be intensive pressures on rural and agricultural resources” • “stresses that this production of food and public goods near urban populations should be maintained”. • In its own-initiative opinion adopted in June 2010, the Committee of the Regions considered • “that an overhaul of the Common Agricultural Policy is essential […] to mitigate the current and future developments and their negative impact on Europe's people and on rural areas, including peri-urban areas” • “that the Common Agricultural Policy after 2013 must rebalance its support in favour of employment and of maintaining an agricultural presence in vulnerable areas, including peri–urban territories”.
