AREAS OF CONCERN (slide 1) • Abbreviations not alphabetical • Principles not completed (delegations to a specific functionary (“zzz”) • All powers delegated to only 1 official • Only planner can receive copies of general plans • Only head of planning can inform applicant of municipality’s decision • Giving an official full power to deal with council land (initiate proposal – delegation 4) • Giving an official the power to amend EXCO decisions (delegation 9)

AREAS OF CONCERN (slide 2) • Giving an official full power to cancel development rights (delegations 15-17) • Giving an official the power to amend EXCO decisions (delegation 9) • “Control measures” listed under “Level”: For example, “After consultation with ward Councilor” (see section 18 in table for how it should be done) • Officials issuing prohibition orders or urgent prevention orders (delegation 23, 25,28)?

AREAS OF CONCERN (slide 3) • Officials deciding claims for compensation (delegations 37 and 38) • Deciding how notifications of appeals should happen (delegations 42 and 44 must be harmonised: Person deciding must be at the hearing) • Sub of Agric Land Act, 1970: Enforcing condition relating to the subdivision of land by an official? • Indicate if delegations is to a shared service (in brackets next to designation) • Publishing only where copies of delegations can be obtained

  5. GRAMMATICAL ERRORS • “June Delegations” instead of “July Delegations” • KwaZulu-Natal not Kwazulu-Natal (find and replace) • “To correcting and error…” (To correct an error…) • “To informing persons...” (To inform persons..)
