2. Preliminary Education Specialist  New program standards approved in 2009 All current Education Specialist Programs had to transition to new preliminary programs by 9/30/2011

3. Second Tier Special Education Program  Clear Education Specialist Induction Program - Only one route to earn the second tier credential for holders of Preliminary Education Specialist Credentials  Holders of Level I Credentials may also complete the Clear Education Specialist Induction Program

4. Teaching Program Transition Dates  Last date to enroll candidates in a Level I program was 12/31/2011 - Candidates must finish by 1/31/2013  Last date to enroll a candidate into the Level II program is 12/31/2014 - Candidates must finish by 1/31/2019

5. Level I Education Specialist -Traditional and Intern A candidate has the right to complete the Level I program if the candidate was: - Admitted to program by December 31, 2011 AND - Program is completed by January 31, 2013

6. Clear Special Education Induction Program  Enrolling candidates who are not currently employed as a special education teacher is an option for an Induction Program  Individuals should check with the program sponsor to inquire if this option is available

7. “Experiences With Children ”  Concurrently completing general and special education Induction Program • employment in a general or special education assignment is NOT required  Both induction programs require “experiences with children” AND experience must be in a special needs setting for special education  “Experiences with children” is terminology used to describe the effective teaching in the Clear Education Specialist Induction Program Standards 4 through 7

8. If Admit Level I Candidates Submit information in initial program review detailing how candidates will address the Level II content moved to the preliminary program For a complete list by specialty area, go to http://www.ctc.ca.gov/educator-prep/standards/level-II-content-for-induction.pdf

9. Level II Content  Content previously included in the Level II program was moved to the Preliminary Program including, but not limited to: - transition - technology - behavioral, emotional and environmental supports (additional content)  It is highly likely that the individual will need to complete coursework at a college or university to satisfy to meet this content

10. Level I to Clear Credential If not previously met: • Health Education: same as for the multiple/single subject (ms/ss) credential and includes the CPR requirement • Advanced Technology Education: course taken at a four-year college or university with a Commission-approved preliminary ms/ss program

11. Level I to Clear Credential Commission-approved induction or Level II program may make an equivalency for: - health (not including CPR portion) - basic and/or advanced technology Documentation of the reason for the equivalency must be kept in the individual’s file

12. Will the institutions of higher education (IHE’s) be phasing out the Level II Education Specialist Credential programs? It is the decision of the IHE to elect to offer the Level II program. The adopted Preconditions in prior regulations required that if a program sponsor offers a Level I program then the sponsor MUST offer the Level II program until the sunset date of the program. Since the last date to enroll into the Level I program has passed, IHE’s are no longer required to offer the Level II program. Please keep in mind that IHE’s must keep their Level II programs available for currently enrolled candidates. Level II programs will be phased out as the Level I candidates complete the work towards the Level II Credential.

13. Level II Programs (Cont.) Individuals in a Level II program may transition to the Clear Induction Program. In addition, holders of Level I Credentials may complete the induction program option, in addition to the Level II content, to earn a Clear Credential.

14. If the holder of an Early Childhood Special Education (ECSE) Credential also holds a Mild/Moderate (M/M) Disabilities specialty area (issued prior to the date that ASD was included in the authorization), can they earn an AASE in ASD for the M/M Disabilities specialty area? Yes, in some cases. See the next slide

15. ECSE and ASD AA Holders of ECSE Credentials combined with any specialty area except Moderate/Severe may add an ASD AASE if it will expand their authorization to serve students with autism. This is for individuals who completed a Level I program as the Preliminary program includes an ASD authorization.

16. A candidate completes an AASE program in ASD but only holds a general education teaching credential and a Certificate of Eligibility for a Level I in M/M Disabilities. Can the AASE be added to the Certificate of Eligibility?  By regulations an authorization, including an AASE, cannot be added to a Certificate of Eligibility. An individual must upgrade his/her Certificate of Eligibility to a Level I Education Specialist Credential before the AASE may be issued

17. Is there ever a time when the holder of a Clear Education Specialist Credential could add an AASE in ASD?  Yes, a Clear Education Specialist Credential holder may add an ASD AASE if the individual held a Level I Credential or other previously initially issued special education credential prior to earning a clear credential. The ASD authorization is earned in the Preliminary program not in the Level I or Level II program.
