Be specific by naming the task and the JNET application you used to accomplish it. What JNET applications do you use most frequently? What items would you change in JNET if you could? Include any page designs that are not clear, additional search criteria, different results from applications, etc in your answer. Where could JNET improve your use of the different applications you use? Page display, Speed, Portability, Criteria, Host agency results pages, Summary information. All Criminal Justice Agencies • CLEAN Background Checks on potential employees • CLEAN Background Checks on potential CLEAN terminal operators/JNET CH Users. • Background Checks on CLEAN recertification • PennDOT Driver’s License Checks on potential employees who have to transport people/prisoners, equipment, interoffice mail, etc to determine eligibility and safety of operations of county / agency equipment while employed. • All Agencies can copy and paste JNET information into their document. Dissemination logs are required for CPIN and PSP Rap Sheet information

Clerk of Courts • Can perform CLEAN Background Checks • If accessing Rap sheet information, must also have JTAC • Act 122 License Check for requirements • PennDOT Driver’s Demographics, Driver’s History • Web Mail contact to Probation Department to see if counseling requirement has been fulfilled • PennDOT/PBPP Address check to mail correspondence • Correspondence related to court appearances, costs and fines collections, bad checks passed to pay fines, etc using PennDOT, PBPP address info.

  14. Clerk of Courts • Contact DOC for Prison transport requests for return to county / state facility • DOC Inmate Locator (if this task falls to the Clerk of Courts office, This may also be performed by the District Attorney’s office)

District Attorney • Background Check • Determine charges, esp. on graduated offenses • PennDOT/PBPP photos and addresses on offenders, witnesses, victims, or persons of interest to the case. • Background check on witness to see if they have a history of lying (fraud, Theft by deception, etc) prior to using them as a witness • Task Forces (Drug, Auto, etc) • CPIN Line up to show Gang Membership, Drug Dealer relationships, Prostitution rings, Theft rings, Fraud scams, etc. • Background check to determine levels of involvement by suspects through rap sheet, DOC, PBPP information • Secure Web Mail Communication

District Attorney • Pa Sentencing Commission for updating Web SGS records. • This is only for DA’S offices that complete all or some of the guidelines • Case Preparation • Rap Sheet, for proper Prior Record score, • PennDOT Address, Photo, Signature copy (for cases of Bad Checks, Forgery), Drivers’ history • Contact DOC for Prison transport requests for return to county / state facility • DOC Inmate Locator (if this task falls to the DA office, This may also be performed by the Clerk of Courts office)

District Attorney • Berks County detectives solved an economic abuse of the elderly case, where a son was stealing from his mother, by checking JNET’s PennDOT driver’s license information to obtain a current address for the offender. • Social Security found out through JNET that Berks wanted someone receiving a social security check. The two agencies cooperated by sharing address information with the detectives and Social Security agreed to continue sending monthly checks to that address until the detectives were able to make an arrest.

  48. Domestic Violence Enforcement Office • This is an agency that is permitted by CJIS to access NCIC and CLEAN records. However, Pennsylvania does not have any organization like this at this time.

  49. Non Criminal Justice Agencies to the extent they serve CJ agencies • Treasurer’s Office • Converting PFA cases to ICC cases • Bad Checks passed to them can use PennDOT for Driver Demographic information. • Prothonotary • When mixed with Clerk of Courts operations, limited to access only for CJ purposes. • PFA cases that become ICC cases due to violations permit a Prothonotary’s office employee to use PennDOT Drivers license demographics to provide case / warrant information to Sheriff or other criminal court staff. AOPC searches for case information • No access for civil cases or civil administration (i.e.. Passports)
