  3. 1033 Program History Section 1208, FY 1990 and 1991 National Defense Authorization Act (NDAA) created a program to transfer excess DOD property to law enforcement agencies engaged in counter-drug activities Section 1033, FY 1997 NDAA expanded the program to all law enforcement agencies, providing preference to counter-drug and counter-terrorism activities DOD 4160.21-M assigned program management to DLA and defined law enforcement eligibility DLA and DLA Disposition Services Instructions further defined program management responsibilities

Watercraft Success Stories Gretna Police Department, LA During the BP Oil spill in the summer and early fall of 2010, the boat was utilized to assist the Jefferson Parish Sheriff's Office, Lafitte Police Department and Grand Isle Police Department with the security of coastal oil diversion systems.
