Lehigh Tehachapi Cement Plant • Persons delivering goods, performing services, collecting material, or visiting and inspecting this property, and who are not regular employees, may encounter certain hazards of mining during that time. • Visitors to this property are subject to the requirements of the Federal Mine Safety and Health Act of 1977 and applicable California Labor Statutes, as well as any Company Safety procedures. Visitors should be aware of site specific hazards and any applicable safety procedures or rules. • This information and training is required of all contractors, vendors, visitors and guests prior to starting work without an escort within the Tehachapi Plant facility. • Failure to abide by these rules will result in disciplinary actions, up to and including removal from the site. • Any frequent and regular work at the plant on or near typical hazards of mining (milling, crushing, extraction of minerals, hauling or conveying, etc.) requires that you be trained as a MINER under part 46 of the Mine Act. • If you perform such work, or are exposed to those hazards, you MUST be trained as a miner AND have a current 8 hour refresher training for the year.

  4. Site Specific Training • During your time on our property, observe all posted rules and regulations, including speed limits, and carefully follow all verbal instructions given by plant management or other authorized personnel. Immediately report to plant supervisory personnel any unlisted hazard you encounter. • Your access is limited to areas designated by your sponsor.You are not cleared or trained to enter any other areas at this facility. • Each recipient will read and sign a Site Specific Training document indicating by their signature they have received this information and training. Please read the document carefully and ask for clarification of any training point listed. This training is valid for one year unless operating conditions change.

  5. Site Specific Training • The following slides cover in general the material on the Site Specific Training form. • However, you MUST read and understand the form prior to signing it. • There may be information on the form that is not fully presented here.

  6. In case of a Medical Emergency • Make sure you are safe. Get somewhere safe, and call the Control Room at extension 223. Tell the Control Room Personnel the following: • Your name • Your location or the location of the emergency • What happened • What assistance you need (Ambulance, Fire, Equipment) • The number of victims (if any) and their conditions • Remain on the line until the Control Room personnel hang up. Then, return to the victims, if it is safe to do so, and render aid within your training.

  7. In case of an unplanned Fire • Make sure you are safe. Get somewhere safe, and call the Control Room at extension 223. Tell the Control Room Personnel the following: • Your name • Your location or the location of the fire • Describe the fire (how big, what type, where) and the help you require • Only attempt to extinguish the fire if it is SMALLER than you, it is SAFE to do so, and you are comfortable doing so. Stay within your training. Otherwise, leave the immediate area, and prepare to direct Fire Responders to the scene.

  8. Evacuation/other disaster East Parking Lot: Assembly Area • Make sure you are safe. Get somewhere safe, and call the Control Room at extension 223. • Remain Calm and move towards the plant assembly area, in the EAST parking lot. • If you are in the quarry, move to the Jameson Well area (down the hill). • If the route to the assembly point is unsafe, find safe shelter and remain there.

  9. Emergencies • Remember, the most important thing to do in an emergency is make sure YOU are safe. Step away from the scene, evaluate it for your own safety, then apply your training to handle the situation as best you can. Contact the Control Room at 223 for help, and STAY SAFE.

  10. General Safety Rules • This is a working mine site. As such, all the normal hazards of a working mine should be expected, including pedestrian and vehicle traffic; exposure to dust and dirt; slippery conditions when areas are wet; conveyor start ups; high voltages; vehicle traffic; heavy machinery and equipment; etc.. • A copy of all plant Safety Policies and Procedures is available in the Safety Manager’s office. You may review the documents prior to signing the form if desired.

  11. MSDS’s and Chemicals • In general, this plant has relatively few hazardous chemicals. You will find greases, oils and liquid fuels in typical work areas. The lab has a small quantity of Acids, Bases, and Oxidizers. • Material Safety Data Sheets (MSDS) are located in the front lobby of the main office as well as online for all site chemicals. Careful examination of the MSDS will list the suggested safe handling and PPE needed in order to use the particular material. • If you need further help see your sponsor or Lehigh Supervisor for assistance.

  12. Restricted Areas • Fuel unload, Coal Mill, Raw Mill, Tower, Kiln • Prior to entering the any of them at any time, you must contact the control room at x 223 and inform them of your intent and obtain permission. • If a section of the pre-heater tower experiences a possible plug, warning lights and sound alarms will be activated thus restricting access to the tower area, kiln, raw mill, coal mill and cooler areas. If the alarms do sound, if you are in any of these named areas, evacuate the area until safe access is confirmed by your sponsor or control room. • Contact your sponsor if there is a question of safe access to these areas.

  13. Traffic Patterns/Driving • Traffic pattern at this location is right hand unless posted otherwise (for instance, the quarry haul roads are posted for LEFT HAND traffic). • Obey all traffic signs. • Be alert for pedestrians. • Drive safely at all times. • Plant speed limit is 15 mph unless otherwise posted. • Drivers should wear appropriate PPE at all times when out of their vehicles.

  14. Traffic/Mobile Equipment • The Tehachapi Plant is a very busy place where the use of moving mobile equipment occurs constantly. • Obey all traffic signs, routing and direction signage. • Seatbelts are required to be used in all mobile vehicles equipped with them. • You must also chock all vehicles when not in operation or park them against a berm or stop block, even on level ground. • Operators of ALL vehicles must honk their horn or otherwise effectively ensure a warning is given prior to setting the vehicle in motion from a parked position.

  15. Seatbelts • Seat belt usage is mandatory at all times (in vehicles equipped with seatbelts) on company property.

  16. PPE • Hard hat, safety glasses, ANSI approved safety footwear are required for access to the mine property. • Always wear safety glasses or goggles in marked or appropriate areas. • Wear hearing protection in posted areas and other areas if appropriate. • Adequate respiratory protection shall be used where dust or other hazardous materials are in use. • All drivers must utilize proper PPE when out of their trucks.

  17. Barricades/Warning Signage • Barricades or warning signage should erected and placed to inform and warn of areas where overhead work is occurring, excavations or open pits or other recognized hazards (such as welding) are underway. • Signage must be affixed to state the nature of the hazard, if not obvious. Yellow Tape indicates caution must be exercised before entering the area. It is ok to enter such an area as long as you read the tag and become aware of the hazards before entering. Red Tape indicates serious hazard(s). Only those conducting the work are authorized to be within the red taped area. • Pedestrians traveling in the raw materials and clinker yards must obey the signage in the area.

  18. Electrical Hazards • Be alert to high voltage equipment, switches, breaker boxes and transformers. • Note position of overhead power lines. Do not operate lifting devices within 15 feet of overhead cables. • Only fully qualified persons will handle electrical equipment and transmission lines and only when they have taken all the proper precautions. • Equipment should be locked out and de-energized prior to starting work or repairs. When, work cannot be performed de-energized, an Energized Work Permit must be completed and approved.

  19. Smoking • Smoke only in marked designated smoking areas, not in any other areas. • Obey "No Smoking or Open Flame” signs. • Most hotwork will require a permit and fire watch, check with your sponsor for details. • All fuel cans must be DOT approved metal containers with self closing lids.

  20. Quarry Safety • To access the quarry, contact the Primary Crusher Operator: Extension 409, or on Channel 3 of Company Radio; or Quarry Supervisor at extension 407 or channel 3 on the radio. This applies each and every time you want access. For access when quarry in not in operation (before/after normal operating hours) you must contact the Control Room and gain access from the PCS, and inform him when leaving.

  21. Quarry Safety • All traffic in the haul road areas travels on the left side. • Never drive the quarry haul roads without first getting permission! • Watch for steep banks, high walls and sudden drop-offs. • Stay away from the edges of cliffs, pit and other similar areas. • Drive slowly, obey all traffic signs and always yield to moving quarry equipment. • Caution: Cattle and Rattlesnakes are present throughout the quarry sites.

  22. Quarry Blasting • Check with the Quarry Supervisor as to the location and times of any blasting. • The blast site is off limits to all non-essential personnel. No one is to enter the blasting area until they have been given the “ALL CLEAR” by the blaster in charge. • All persons shall evacuate any blast area and be accounted for prior to initialing the detonation of a primary quarry shot. • Watch for the blasting indicator sign on the approach road to the quarry, and obey it.

  23. Weather • Tehachapi is known for frequent high winds, please plan for it in your work. Prepare for or avoid working outside during extreme weather conditions such as thunderstorms, heavy rain, hail or high winds. • Manlifts should not be used in sustained winds over 30 mph. • Make sure that snow and ice have been removed or covered with material to give a safe footing in work areas.

  24. Workplace Emergencies • Before starting work, locate the nearest telephone, nearest exit, closest fire extinguisher, and location of first aid. • Emergency service can be reached by contacting the control room, closest Lehigh employee or the 911 service. • First Aid kits are located in the main office, Seymour building and Quarry Break Room. Contractors should have a 1st aid kit readily available. • In the event of an emergency your designated assembly area is: East Employee Parking Lot, outside the cement truck entrance on the main access road, or the bottom of the hill/Jameson Wells area in the quarry. • Report emergencies to the Control Room by calling (661) 822-4445 x 223
